Core Data Process Support Services

This is a Firm Fixed Price (FFP) Request for Quotation (RFQ) established under the General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS) Indefinite Delivery Indefinite Quantity (IDIQ) Unrestricted contract for core date support services for the Office of Homeland Security Statistics (OHSS). DHS requires support core data process support services in the OHSS in accordance with the Statement of Work. These processes and support systems can expand the capabilities and capacity for a much broader scope of OHSS's data statistics services and data transparency to government agencies, Congress, and the public. EVALUATION FACTORS The Government will evaluate the Quotation using the following evaluation factors listed below: Factor 1: Technical Understanding and Capabilities; Factor 2: Management Approach; Factor 3: Past Performance; and Factor 4: Price (Volume II). (Not rated) Factors 1-3 are listed in descending order of importance. When combined, the technical evaluation factors of (1) Technical Understanding and Capabilities; (2) Management Approach; and (3) Past Performance are significantly more important than Factor (4) Price. As the technical evaluation of Quotations approaches equality, greater will be the importance of price in making the award determination. In the event that two or more Quotations are determined not to have any substantial technical differences (i.e. are technically equivalent), award may be made to the lower priced Quotation. It should be noted that award may be made to other than the lowest priced Quotation if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated Quotation, if the Government determines that a price premium is not warranted.
