OUSD (R&E) CRITICAL TECHNOLOGY AREA(S): Hypersonics The technology within this topic is restricted under the International Traffic in Arms Regulation (ITAR), 22 CFR Parts 120-130, which controls the export and import of defense-related material and services, including export of sensitive technical data, or the Export Administration Regulation (EAR), 15 CFR Parts 730-774, which controls dual use items. Offerors must disclose any proposed use of foreign nationals (FNs), their country(ies) of origin, the type of visa or work permit possessed, and the statement of work (SOW) tasks intended for accomplishment by the FN(s) in accordance with the Announcement. Offerors are advised foreign nationals proposed to perform on this topic may be restricted due to the technical data under US Export Control Laws. OBJECTIVE: Convert SM-3 Block IA to inexpensive targets by replacing Kinetic Warhead with Target Scene Packages that would allow for low cost development of complex targets for use in future flight tests. DESCRIPTION: The Missile Defense Agency has interest in developing a replacement for the kinetic warhead for the SM-3 Block IA that would be capable of deploying a target scene package during flight testing. Converting the Kinetic Warhead into a countermeasure package would create the opportunity for specific data collection requirements to be addressed during flight test opportunities at a significantly lower cost. PHASE I: Phase I should include a feasibility study investigating design and manufacturing feasibility of a target scene with a deployment mechanism. The study should focus on ensuring compatibility with current SM-3 deployment. PHASE II: Phase II should develop and execute an incremental test and integration plan that will address the technology challenges and produce a prototype for evaluation. PHASE III DUAL USE APPLICATIONS: Based on Phase II lessons learned, revise the systems model to proof out the new design. Develop and execute a Phase III incremental test & integration plan that will produce a final prototype with ability to execute flight testing.
