Notice 01: Upon further review of the RFI answers posted with amendment 02, it was found that question 5 required further explanation. Pelase see attachment "Notice 01_RFI Answer 5 Clarification" for Additional information regarding question five (5).

Amendment 02: The purpose of this amendment is to: 1) Extend the proposal due date from 04Aug25 at 1400 CST to 18Aug25 at 1400 CST. 2) Attach "RTA Submittal Files - SCALE CORRECTION" to Section J List of Attachments. 3) Attach "RFIs_B452 Solicitation-FA302225R0005-Answers" to Section J - List of Attachments 4) Remove DFARS 252.204-7020 from contract clauses. 5) All other terms and conditions remain the same.

Amendment 01: (1). Remove attachments "B452 - 100 Design", "100 Specs - CAFB B452 Maintenance Hangar Volume I of II", and "100 Specs - CAFB B452 Maintenance Hangar Volume II of II". (2). Update drawings and specifications via attaching the following documents: "100 Design PDF", "100 Design Specifications", " B452 Geotech Borings-Final", and 100 Design CAD Pt 1 through 8 (3). Changed the solicitation due date from 28Jul25 at 1400 (CST) to 04Aug25 1400 (CST). (4). RFI due date was changed; see below. (5). All other terms and conditions remain the same.

***IMPORTANT: RFI due date changed from 01Jul25 1200 PM CST to 08Jul25 1200 PM CST.

NOTE: Contractors/Offerors must complete CUI Training Slides; sign and return the "MFR Contractor CUI Training Acknowledgment for Solicitations" attachment to gain access to drawings and other associated CUI documentation. Once the POC has received your signed MFR, please request access to the locked documents through SAM.gov. Your MFR will be reviewed and access to the lock SAM.gov documents will be granted accordingly. Proposals will be submitted electronically.

The Contractor must provide all plant, labor, equipment, transportation, and tools required to complete a full conversion of B452 from the existing Wash Rack into a new 4-bay T-7A hangar. Perform all work according to this Statement of Work (SOW), the 100% Design, 100% Specifications, and all related AF requirements and other codes and references.

Site Visit, RSVP, and Base Entry: The Government invites you to a site visit on, 26 June 2025 at 10:00 AM CST. Attendance is highly encouraged but not mandatory. Please note that registration is required by 1:00 PM CST on 23 June 2025. To register, please email the POC requesting a DoD Safe drop-off link to securely upload your completed Entry Authorization Listing (EAL) document (found in the list of SAM.gov attachments). If you do not contact the POC by 1:00 PM CST on 23 June 2025, you will not be able to attend the site visit.

Identification: All attendees must bring a valid photo ID.

Vehicle Requirements: If driving on base, please ensure the driver has driver's license, vehicle registration, and proof of insurance.

IMPORTANT: All contractors should arrive at Columbus AFB's Visitors Center early and wait for a 14th Contracting Squadron representative to arrive and lead them to the site visit location. The representative will leave the visitors center at 1000.

Additional Info: All RFIs must be submitted NLT 1200 PM CST, on 01 July 2025. IAW FAR 36.204(g) - The range of magnitude for this procurement is between $5,000,000 and $10,000,000.

52.232-18 Availability of Funds.

Availability of Funds (Apr 1984)

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
