Solicitation SPE603-22-R-0510 is for the acquisition of services to build, manage, and operate a retail fuel facility on MCB Quantico, VA. The Contractor shall provide Contractor Owned Contractor Operated (COCO) retail fuel services for the receipt, storage, protection, and shipping of Commercial Grade Gasoline, E85 Alternative Fuel, and Commercial Grade Diesel fuel grades at Marine Corps Base (MCB) Quantico, VA. The contract includes various services such as security and fire protection, removal of water bottoms from storage tanks, sampling and testing of petroleum products, inspection and cleaning of bulk petroleum storage tanks.

The Performance Work Statement is incorporated by reference as if fully set forth herein. The contract also includes provisions for inspection and acceptance of services.

Period of Performance
The anticipated period of performance is from April 1, 2023 through March 31, 2052 with options for additional periods up to March 31, 2047.
