Solicitation SPE600-16-R-0505, Amendment 0003 is hereby issued to extend the closing date to Tuesday, April 27, 2016 NLT 09:00 AM, Local Ft. Belvoir, VA time. All offers must be submitted to the bidcustodian@dla.mil mailbox.

The previous presolicitation number (SPE600-15-R-5X04) is now amended to read SPE600-16-R-0505.
Contractor-Owned, Contractor-Operated (COCO) fuel facilities with the capability to receive, store, and issue commercial jet turbine fuel. Contractor must have the capability to receive (pipeline/rail tank car/tank truck) and issue (rail tank car/tank truck) required jet fuel products within the Republic of Korea (ROK). The Contractor shall have the capability to re-grade commercial jet fuel product into JP-8 (MIL-DTL-83133E) on outbound issues.

1. AREA OF CONSIDERATION: Republic of Korea.

2. PRODUCT TO BE STORED: JP-8/military specification MIL-DTL-83133E

3. PHYSICAL SYSTEM REQUIREMENTS: A fill capacity quantity of 350,000 barrels is required.

4. ESTIMATED THROUGHPUT: 250,000 barrels of JP-8 for each 12 month contract period.
a) Estimated receipt: 5,000 barrels (Minimum) to 30,000 barrels (Maximum)
daily.
b) Estimated issue: 12,500 barrels by rail tank car and 4,300 barrels by tank
truck daily.

5. ESTIMATED PERIOD OF PERFORMANCE: One (1) - four (4) year base
period and three (3) - five (5) year option periods
