Description

Defense Logistics Agency (DLA) Energy FESBB will be issuing a Request for Proposal (RFP/Synopsis) for a Contractor-Owned Contractor Operates (COCO) fuel storage services on the Island of Oahu, Hawaii on a 24 hour, 7 days per week basis. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping two grades of U.S. Government-owned aviation turbine fuel: Commercial Grade Jet-A, Turbine Aviation JP5, and one grade Naval Distillate fuel, F-76. Solicitation SPE603-22-R-0511 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS).

This requirement is to procure Contractor-Owned Contractor-Operated (COCO) fuel storage services with the capability to receive via tanker/barge and Joint Base Pearl Harbor-Hickam (JBPHH)/Red Hill (RH) tank farm and commercial/refinery pipeline system, store, protect, and ship two grades of U.S. Government-owned aviation turbine fuel: Commercial Grade Jet-A, Turbine Aviation JP5, and one grade Naval Distillate fuel, F-76. Shipping modes to include tanker/barge, JBPHH pipeline, and tank truck. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility Storage requirements include adequate fill capacity for two grades of aviation turbine fuel; 1,000,000 barrels of commercial grade Jet-A and 250,000 barrels of Turbine Aviation, Military Grade JP5; and one grade of Naval Distillate, 250,000 barrels of Fuel, Naval Distillate, F-76. A summary, of storage requirements and timelines, is provided below:

*JAA/F24 will transition to Neat Jet-A.

Dedicated facilities are preferred; however, a common or segregated system will be considered in accordance with contract text L116.01Data Requirements Storage (DLA ENERGY JAN 2013). All storage must be available at a single port within the dedicated timeframes, as shown within the above table. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a five-year base period of performance, which shall commence on the date of award. Additionally, an extension, not to exceed six months IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition. DLA Energy is working towards the solicitation to be posted in the May-June, of 2022, time frame. The Request for Proposal (RFP) will close about 60 days after posting. The solicitation will be published electronically on the SAM website at https://sam.gov/. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
