Background
The Defense Logistics Agency (DLA) Energy is issuing a solicitation for Contractor-Owned Contractor-Operated (COCO) fuel storage services in the Port of Djibouti, Horn of Africa. The mission of DLA Energy is to provide energy solutions to the Department of Defense and other federal agencies, ensuring that they have the necessary fuel resources to support their operations.

The goal of this contract is to establish reliable fuel storage services that operate 24 hours a day, 7 days a week.

Work Details
The contractor will be responsible for providing comprehensive fuel storage services, which include:
1. Security and Fire Protection: The facility must be enclosed by a secure fence with controlled access, equipped with an internal communication system for emergencies, and maintain firefighting equipment compliant with relevant standards.

2. Removal of Water Bottoms: Storage tanks must have systems for the regular removal of water bottoms, requiring weekly drainage and gauging before and after fuel transfers.

3. Sampling and Testing of Petroleum Products: The contractor must conduct sampling and testing as per ASTM standards, ensuring all tests are performed by qualified personnel or approved commercial laboratories.

4. Quality Assurance Provisions: Compliance with DLA Energy's Quality Assurance Provisions (QAP) is mandatory, including inspection responsibilities and adherence to safety standards.

5. Operational Requirements: The contractor must manage the operation of various additive systems for fuel quality maintenance, including conductivity additives and corrosion inhibitors.

Period of Performance
The contract will be performed over a base period of four years with an option for an additional five-year period and a six-month extension option.

Place of Performance
The contract will be performed at the Port of Djibouti, Horn of Africa.
