Description

Defense Logistics Agency (DLA) Energy Solicitation and attachments for a Contractor-Owned Contractor
Operated (COCO) fuel storage services in Port Moresby, Papua New Guinea on a 24 hour, 7 days per
week basis.

Background
The Defense Logistics Agency (DLA) is issuing this solicitation for Contractor-Owned, Contractor-Operated (COCO) fuel storage services in Port Moresby, Papua New Guinea.

The DLA's mission is to provide logistics support for the Department of Defense and other federal agencies. The goal of this contract is to ensure reliable and efficient fuel storage services that meet the operational needs of the U.S. military and its allies.

Work Details
The contractor shall provide OCONUS COCO bulk fuel service capabilities in accordance with the Performance Work Statement (PWS). Key tasks include:
1. Providing a total storage capacity of 1,644,000 barrels, including dedicated storage for Jet-A1, JP-5, and F-76 fuels.
2. Ensuring that dedicated storage for initial quantities must be available within 6 months after award and additional quantities within 12 months.
3. Performing weekly drainage of water bottoms from storage tanks and maintaining compliance with safety standards.
4. Conducting sampling and testing of petroleum products as per specified requirements.
5. Implementing security measures including fencing, visitor control, and firefighting equipment maintenance.

Period of Performance
The contract will be performed over a base period from May 8, 2025, to May 7, 2029, with potential extensions based on operational readiness.
