Background
The Defense Logistics Agency (DLA) Energy is seeking Contractor-Owned, Contractor Operated (COCO) fuel storage services in the Arabian Gulf area. This contract aims to provide Defense Fuel Support Point (DFSP) services for the U.S. Government, specifically to receive, store, protect, and ship government-owned fuel.

The services are essential for supporting U.S. Naval and Allied Naval vessels in the region.

Work Details
The contractor will be responsible for providing fuel storage services at a single facility/terminal within the Arabian Gulf area, which includes Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates. Key tasks include:
- Maintaining a total storage capacity of 715,000 barrels: 465,000 barrels for Fuel Naval Distillate Grade F76 and 250,000 barrels for Aviation Turbine Fuel Grade JP5/F44.
- Ensuring at least two interconnected tanks for each product to facilitate re-circulation and filtering.
- Providing detailed technical proposals that include tank dimensions, bottom types, calibrated capacity, safe fill levels, and historical calibration data for gauging systems.
- Implementing inventory control records and systems for accurate data input.
- Meeting product receiving and shipping requirements while ensuring product quality surveillance through laboratory testing.
- Adhering to environmental regulations and best commercial practices throughout operations.

Period of Performance
The contract will have a four-year base period with one five-year option.

Place of Performance
The contract will be performed in the Arabian Gulf area specifically defined as including Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates.
