Description

Defense Logistics Agency (DLA) Energy FESBB solicitation and attachments for Contractor-Owned Contractor
Operated (COCO) fuel storage services within the Subic Bay Freeport Zone, Subic Bay, Republic of the Philippines.

Background
The Defense Logistics Agency (DLA) Energy requires Defense Fuel Support Point (DFSP) services in Subic Bay, Republic of the Philippines, for a four-year period, with one five-year option. The requirement is for fuel storage services and ancillary facilities to receive, store, protect, and ship U.S. Government-owned fuel by tanker/barges and tank trucks.

Work Details
The required services include storage capacity/tank requirements for Fuel Naval Distillate Grade F76 (F76), Aviation Turbine Fuel Grade JP5/F44 (JP5), and Aviation Turbine Fuel Grade Jet-A/F24. The contractor must provide a minimum of two tanks for each product, which are interconnected to provide the capability of re-circulating/filtering of product between tanks, and isolated from Contractor’s other facilities and products handled within the tank farm. Each tank of the product system will be equipped for the effective removal of accumulated free water via independent suction.
All storage must be available at a single facility/terminal upon award. The storage tanks and facilities must meet the minimum requirements of the current API standards, the NFPA codes, and all state, local or comparable Philippine national laws and regulations applicable to tanks and facilities of the type to be provided.

Period of Performance
The contract is for a four-year period with one five-year option.
