Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP) for COCO fuel storage services within a 20-mile radius of Vancouver, Washington area on a 24 hour, 7 days per week basis. The requirement is for fuel storage and fuel management services to include receiving, storing, protecting, and shipping of U.S. Government-owned product of Aviation Turbine Fuel, commercial Jet A or JAA (Jet A w/Additives). Solicitation SPE603-23-R-0500 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS).

This requirement is to procure COCO fuel storage services with the capability to receive via tanker/barge, store, protect, addatize as required, and ship U.S. Government-owned product Aviation Turbine Fuel within a 20-mile radius of Vancouver, Washington area. Shipping modes required include commercial Jet A via tanker/barge and commercial Jet A or JAA via third party furnished tank trucks. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility. Storage requirements include adequate fill capacity for one grade of aviation turbine fuel for 300,000 barrels of Aviation Turbine Fuel, commercial Jet A.

A minimum of two tanks interconnected and isolated from other facilities and product handled within the tank farm is required, to provide the capability of re-circulating/filtering of products between tanks within the tank farm is required. Dedicated facilities are preferred; however, a common or segregated system will be considered in accordance with DLA Energy Contract Text L116.01 Data Requirements Storage (DLA ENERGY JAN 2013). All storage must be available upon award at a single facility.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance, anticipated to commence July 12, 2023 through July 11, 2027, with one, five-year option (anticipated from July 12, 2027 through July 11, 2032) in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (anticipated from July 12, 2032 through January 11, 2033) IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition.

DLA Energy is working towards the solicitation to be posted in the October November 2022 timeframe. The RFP will close about 45 days after posting. The solicitation will be published electronically on the SAM website at https://sam.gov/. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
