Background
The solicitation is for Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Services within a 20-mile radius of Vancouver, Washington. The Defense Logistics Agency (DLA) is issuing the contract, and the goal is to provide 24-hour, 7 days per week fuel storage services.
