The Defense Logistics Agency (DLA) - Energy - FESBB will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services in the State of North Carolina area on a 24 hour, 7 days per week basis. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of two grades of U.S. Government-owned turbine aviation products: Commercial Jet-A and Military Grade JP-5.

Solicitation SPE603-21-R-0511 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive U.S. Government owned turbine aviation products (Commercial Jet-A and JP-5) via Colonial Pipeline at pumping rates compatible with the mode of transportation tendered.

The requirement also requires shipping of U.S. Government owned turbine aviation fuel (Commercial Jet-A and JP-5) via tank truck and railcar at pumping rates compatible with the facility and mode of transportation tendered and provide facilities capable of injecting additives into Jet-A (to regrade to JAA/F24) and JP-5 during shipment of product via tank trucks and railcars. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility.

Storage requirements include adequate fill capacity for two grades of aviation turbine fuel: 230,000 barrels of Commercial Grade Jet A-1 and and 188,000 barrels of Military Grade JP-5. Total storage of 418,000 barrels (fill capacity). A minimum of two tanks per fuel grade interconnected and isolated from other facilities and products handled within the storage facility is required. Minimum storage requirement of 190,000 barrels of Jet-A and 100,000 barrels of JP-5 must be available upon award at a single facility. Services are required to be fully operational within the next 18-24 months after contract award.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance from May 1, 2022 through April 30, 2026, with a five-year option (from May 1, 2026 through April 30, 2031), in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (May 1, 2031 through October 31, 2031) IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition.

The solicitation will be posted in the August/September 2021 timeframe and the Request for Proposal (RFP) will close about 45 days later. The solicitation will be published electronically on the SAM (System for Award Management) website at https://sam.gov/content/home. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE).
