The Defense Logistics Agency (DLA) - Energy - FESBB is planning to issue Request for Proposal (RFP) for Contractor-Owned Contractor Operated (COCO) fuel storage services in the Persian Gulf area (the area is defined as an area along the Persian Gulf, littoral south that includes Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates). The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of U.S. Government-owned aviation turbine product. Receipt and storage services and capabilities for Commercial Jet A-1 and outbound shipping storage services and capabilities for JAA (Jet A-1 with additives).

Solicitation SPE603-22-R-0500 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive U.S. Government owned turbine aviation products (Commercial Jet A-1) via tanker/barge at pumping rates compatible with the mode of transportation tendered.

The shipping requirement include the capability to ship U.S. Government owned turbine aviation products (Grade Jet AA (Jet A-1 with additives)) via tanker/barge at pumping rates compatible with the facility and mode of transportation tendered. Services and facilities capable of injecting additives into Jet A1 (to regrade to JAA) during shipment of product via tanker/barge are required. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis.

Storage requirements include required fill capacity for 2,000,000 barrels of Turbine Aviation, Commercial Grade Jet A-1. A minimum of two tanks interconnected with all storage available and operational upon award at a single facility, is required.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a three-year base period of performance from November 17, 2022 through November 16, 2025, with two one-year options (from November 17, 2025 through November 16, 2026 and November 17, 2026 through November 16, 2027), in accordance with (IAW) FAR 52.217-9. Additionally, an option, not to exceed six months (November 17, 2027 through May 16, 2028) IAW FAR 52.217-8, will be included. This procurement will be solicited under full and open competition.

The solicitation will be posted in the December 2021 timeframe and the Request for Proposal (RFP) will close about 45 days later. The solicitation will be published electronically on the SAM (System for Award Management) website at https://sam.gov/content/home. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE).
