The purpose of this 14 July 2020 update is to provide revised responses to industry questions.

The purpose of this 21 May 2020 update is to provide Amendment 0002 to the Formal Request for Proposal (RFP) released 6 April 2020 and the subsequent Amendment 0001 release of 1 May 2020.

The Government has extended the proposal due date to 11 June 2020 and has revised Section L of the solicitation for clarification purposes.

The purpose of this 25 April 2020 update is to provide the first of two groups of Government answers to industry questions submitted in response to the below Formal Request for Proposal (RFP) release of 6 April 2020.

The Government intends to post the remaining responses to industry questions and to release the amended RFP early in the week of 27 April 2020.

The Naval Air Systems Command (NAVAIR) intends to award a single source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract utilizing full and open competition procedures in December 2020 for C-40A Contractor Logistics Support (CLS) services for the seventeen (17) United States Navy (USN) aircraft and the two (2) United States Marine Corps (USMC) aircraft.

This formal Request for Proposal (RFP) follows the Sources Sought posting (N00019-19-RFPREQPMA-207-0004) of 1 August 2019, the Pre-Solicitation Draft Performance Work Statement (PWS) posting of 4 December 2019 (N00019-20-R-0013), and the Draft RFP (N00019-20-R-0013) release of 11 February 2020.

Deadline for Industry Questions. Interested parties may submit questions using the Enclosure (1) Industry Worksheet Excel file no later than 4:30pm Eastern Standard Time (EST) on 15 April 2020 to ensure Government responses are provided. The Government cannot guarantee any subsequent questions will be addressed. It is the responsibility of the Offeror to ensure timely Government receipt. The Government is not responsible for responses to questions for which the Offeror did not receive submission confirmation from the Government.

Proposal Deadline. Due to the current world circumstances and working environment, the Government has determined an extended proposal development period to be appropriate. In light of this, the anticipated and previously published 30 day preparation time will be extended for an additional week. Proposals must be submitted in accordance with all solicitation requirements no later than 2:00pm EST on 14 May 2020. Proposals received after this deadline will be excluded from consideration.

Background

This formal Request for Proposal (RFP) follows previous postings including a Sources Sought notice and Draft RFP releases.

Work Details
The Offeror shall complete the Attachment L-2 (Contracting Official Signed Certification (COSC) for Prerequisite Paragraph 2.1.2 for each contract reference proposed).

The Offeror must provide contract references in a sequential order from the most relevant to those that meet the requirements, listing all Prime or Joint Venture contracts and Subcontractor contracts as separate excel worksheets.

The Offeror must specify details such as Offeror Name, Entity Name, Contract Reference, Title of Contract, Contract Number, Contract Type, Delivery/Task Order Number(s), Procuring Agency, Description of Service, Brief Work Description, Period of Performance Start and End Dates, CAGE code/DUNS, Physical Location, Design Group classification, Aviation Platform, and whether Commercial Line Maintenance and Main Operating Base Site Logistics were performed.

Points of Contact who can validate experience on the past contract reference must also be provided.
