Description

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY

The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition will be a bridge contract that will provide Contracted Air Services (CAS) High Endurance Electronic Warfare Jet (HEEWJ) Services consisting of contractor owned and contractor operated (COCO) aircraft to support Fleet air training and certification events. NAWCAD intends to award a Single Award/Indefinite Delivery Indefinite Quantity contract that allows for Firm Fixed Price orders to Aery Aviation, LLC (Aery). The anticipated ordering period for issuing task orders will be twenty-four (24) months, made up of a twelve (12) month base period and four (4) three (3) month option periods.

Please be advised that the Government is in the process of competitively awarding two (2) separate follow-on efforts to meet the fleets requirements: (1) Electronic Warfare (EW) Jet Services; and (2) Stand-Off Jamming (SOJ) Jet Services. Both recompete efforts have a Capability Establishment or Stand-up period phase of up to 24-months. These Capability Establishment or Stand-Up periods consist of the time required for finalizing third-party aircraft procurement and lease agreements, obtaining Federal Aviation Administration airworthiness certificates, Navy Interim Flight Clearances (IFC), issuance of aircraft tail-number specific fuel cards, hiring of required workforce personnel, receiving Common Access Cards (CAC) as required, and executing Memorandums of Agreement (MOAs) for strategic locations supported by the CAS contract aircraft. At this time, Aery is the only source that can continue to provide HEEWJ services without an unacceptable delay or interruption to the Fleet. This bridge contract action will mitigate the availability risk of performance in meeting the Fleet's HEEWJ requirements until the two, planned awards are executed and CAS service provider(s) are operational and available for scheduling.

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing this contract action for services under the authority of 10 U.S.C 3204(a)(1). The goal of the contract is to provide Contracted Air Services (CAS) High Endurance Electronic Warfare Jet (HEEWJ) Services using contractor owned and operated aircraft to support Fleet air training and certification events. Aery Aviation, LLC is the intended awardee for this bridge contract, which aims to mitigate risks associated with the availability of HEEWJ services until two planned follow-on contracts are executed.

Work Details
The contract will provide continued CAS HEEWJ Services consisting of contractor owned and contractor operated (COCO) aircraft. These aircraft will simulate a variety of airborne threats to train and evaluate shipboard and aircraft squadron weapon systems operators and aircrew in fleet air defense against potential enemy Electronic Warfare (EW) and Electronic Attack (EA)/Stand-Off Jamming (SOJ) operations. The services are in support of Naval Air Systems Command (NAVAIR), Program Executive Office — Tactical (PEO(T)), Adversary and Specialized Aircraft Program Office (PMA-226).

The contract will ensure effective training for Fleet air defense, including evaluation of evolving threats via modified aircraft configured to simulate hostile EW near-peer threats for both air-to-air and air-to-surface training events.

Period of Performance
The anticipated period of performance for this bridge contract is twenty-four (24) months, consisting of a twelve (12) month base period followed by four (4) three-month option periods, starting from May 13, 2025, to May 12, 2027.

Place of Performance
The services will be performed across multiple Continental United States (CONUS) sites as well as foreign and remote operating bases Outside the Continental United States (OCONUS).
