*INDUSTRY DAY NOTICE*

This Special Notice update is for information planning purposes only and shall not be considered as an invitation for bid, request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor participation in the Industry Day or contractor responses to this notice. Interested parties need not participate in the Industry Day nor respond to this notice as a prerequisite for responding to the final RFP.

The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft (PMA- 226), Contracted Air Services (CAS) program is issuing this notice to publish draft sections of the RFP as well as to share the intent to conduct an Industry Day for CAS Propeller Aircraft Services. The CAS Propeller Aircraft Services effort will provide the Department of the Navy (DoN) Fleet and program customers with a wide variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew. The purpose of the Industry Day is to provide industry with the opportunity to review the DRAFT RFP Sections A, B, C, H, J, L, M, Attachment (1) Performance Work Statement (PWS), Attachment (2) DD-254, Attachment (3) Quality Assurance Surveillance Plan (QASP), and Attachment (4) Government Furnished Property (GFP) and for NAVAIR to have a two-way dialogue with industry regarding concerns, suggestions and comments.

Industry Day is a mechanism where interested parties can gain more insight into NAVAIR's proposed acquisition. The Government will present a briefing with an open forum, to address questions. A limit of 30 minutes will be allowed for one-on-one discussions after the open forum, if requested by the potential offeror. Both large and small businesses are encouraged to attend.

INDUSTRY DAY WILL BE HELD:

A virtual option will be available through Microsoft Teams. An RSVP is still required to receive the link to join virtually.

GENERAL INFORMATION:

Please note the following regarding the Industry Day:

1. Arrive 15 minutes early for registration

2. Bring identification

3. Cell phones, tape recorders and videos are prohibited

4. NAVAIR intends to discuss the following areas:

a. General capabilities of aircraft services being sought.

b. Industry concerns with DRAFT RFP Sections A, B, C, H, J, L, M, Attachment (1) Performance Work Statement (PWS), Attachment (2) DD-254, Attachment (3) Quality Assurance Surveillance Plan (QASP), and Attachment (4) Government Furnished Property (GFP).

c. Contract structure/CLIN structure recommendations.

d. Expected cost per Flight Hour (FH) (may be discussed during 30 minute one-on-one discussions if preferred).

e. Other areas/information that industry may wish to discuss.

5. RSVPs are required in order to attend. Please note due to space available, contractors will be limited to 3 attendees per vendor.

The DRAFT RFP sections contain publicly releasable, unclassified documentation, which is posted herein. All subsequent Draft RFP documents and publicly releasable information will reside on the System for Award Management (SAM). It is recommended that interested Offerors check the Sam.gov site frequently for any updates.

Note: Vendors may also submit any additional non-proprietary questions via email to Brad Dioguardo, bradley.dioguardo.civ@us.navy.mil, John DiJoseph, john.a.dijoseph4.civ@us.navy.mil and Rhonda Link rhonda.k.link.civ@us.navy.mil prior to the Industry Day event. If time allows, the Government will address these questions during the event. Ultimately, all questions and responses prior to/ or during the Industry Day will be posted to Sam.gov after the event.

NOTICE OF INTENT

Specific details will be provided in a solicitation which will be posted at https://www.sam.gov/. Be advised that periodic access to the website is essential for obtaining updated documentation and the latest information regarding this procurement.

The Naval Air Warfare Center - Aircraft Division (NAWCAD), at Patuxent River, MD announces its intention to procure a follow-on requirement, on a competitive basis, for the services necessary to provide a variety of airborne threat simulation capabilities to train shipboard and aircraft squadron weapon systems operators and aircrew. These services will range from small single unit training to large multinational exercise in a variety of exercise in various locations including multiple Continental United States (CONUS) through use of a contractor owned and operated propeller aircraft for the Naval Air Systems Command (NAVAIR) Specialized and Proven Aircraft Program Office (PMA-226) Contracted Air Services (CAS), services. Typical missions include Air Space Intrusion, Air Intercept Control, Whale Watch (visual range clearance), Communications Relay, Link 16 Interference Trainer, and UAV emulation. Contractor Owned Contractor Operator (COCO) aircraft will operate from contractor locations on the East and West Coast. Other customers for CAS under this contract may include other Department of Defense (DoD) agencies and services, non-DoD Government agencies and Foreign Military Sales (FMS) customers.

Based on the results of Market Research and the Sources Sought posted on 12 August 2021, the Government anticipates issuing a four year 364 day competitive, Firm Fixed Price, 100% Small Business Set Aside solicitation in July 2022. A Best Value, Full Trade Off source selection is anticipated. This requirement is a follow-on procurement currently being performed by Oscar Deuce, LLC, 249 Central Park Avenue, Suite 330, Virginia Beach, VA 23462-3267. The existing contract is a Firm Fixed Price type. A single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract is estimated be awarded in third quarter FY 2023

The NAICS for this requirement is 481219 with a corresponding size standard of $16.5 million 3-years average annual receipts.

Background
The Naval Air Systems Command (NAVAIR), specifically the Specialized and Proven Aircraft (PMA-226) within the Contracted Air Services (CAS) program, is issuing this notice to provide airborne threat simulation capabilities for training shipboard and aircraft squadron weapon systems operators and aircrew.

This effort aims to enhance the Department of the Navy's (DoN) training capabilities through a variety of airborne threat simulation services. The contract will support both small unit training and large multinational exercises across various locations, utilizing contractor-owned propeller aircraft.

Work Details
The contractor will be responsible for providing a range of airborne threat simulation capabilities, including but not limited to:
1. Air Space Intrusion
2. Air Intercept Control
3. Whale Watch (visual range clearance)
4. Communications Relay
5. Link 16 Interference Trainer
6. UAV emulation

Additionally, the contractor will manage logistical, engineering, and administrative efforts required for airworthiness certification of their aircraft, as well as costs associated with flying operations, maintenance, and personnel support.

The contract includes multiple Contract Line Item Numbers (CLINs) for various services such as:
- Propeller Aircraft Flight Minutes: Certification of aircraft for CAS operations.
- Ferry Minutes: Costs associated with ferrying aircraft to detachment sites.
- Aircraft Modifications: Advanced technology modifications as authorized.
- Administrative/Technical Data: Provision of necessary technical data.
- Travel, Materials, Other Direct Costs: Reimbursable travel costs within CONUS or OCONUS locations.
- Non-Flying Status: Costs associated with flight crew members during non-flying days.
- Monthly Fixed Rate: Fixed monthly operating costs for propeller aircraft services.

Place of Performance
The contract work will be performed at various locations including multiple sites within the Continental United States (CONUS) and potentially outside the Continental United States (OCONUS).
