Contract Management Service (SaaS) Support services

Background
The Defense Health Agency’s Contracting Activity (DHA-CA), Northeastern Markets Contracting Division (NEM-CD), is conducting market research to locate qualified, experienced, and interested business concerns capable of providing Subject Matter Expert (SME) support and a Commercially offered Contract Management Service Software (SaaS) platform, which has the minimum capabilities to perform Contract Management, Contract Planning, Contract Oversight, Surveillance, Workflow Automation, and Human Capital Management, to the Military Health System (MHS) Military Treatment Facilities (MTF’s) residing in NEM-CD CONUS area of responsibility (AOR). Congress called for significant transformation in the Military Health System (MHS) through National Defense Authorization Acts (NDAA) 2017 and 2019, which redefined the roles of the Defense Health Agency and Military Medical Departments. The NDAA’s transitioned MTF’s to the DHA to provide a more integrated, efficient, and effective MHS that better meets the needs of the warfighters and beneficiary population. The consolidation of the MTF-based health care delivery system under a single Defense Agency is intended to strengthen the Department of Defense’s (DoD) ability to provide ready medical forces to support global operations; improve the medical readiness of combat forces; provide a more standardized, high-quality experience of care; and reduce fiscal responsibilities through consolidation, standardization, and integration of Health Care Services. DHA recognizes the need to reform, modernize, and automate contract service management in support of the broader MHS transformation. Leveraging Contract Management SaaS support ensures compliance with laws, policies, directives, and optimizes overall contract management.
