Background
The United States Postal Service Contract Delivery Service Office is seeking a supplier to provide temporary box route transportation services under Contract Delivery Service (CDS) HCR 853H5 between Peoria Main Station, AZ and H100, AZ.
The contract supports USPS mail delivery operations between these facilities.

Work Details
B.1 Schedule, Frequency, and Service Requirements:
- Provide daily box delivery transportation service (K7 frequency: daily except Sundays and holidays, approximately 303 trips annually).
- Case, load, and depart Peoria Main Station at 08:00; arrive H100, AZ by 17:15; return and unload/case by 17:25; covering 39.5 round-trip miles per trip (estimated annual 11,971.3 miles, 2,854 hours, and 863 boxes).

B.1.3 Service Requirements:
- Special rate for extra trips at the lesser of pro rata or $4.00 per mile.
- Execute detailed Part A route instructions (35 sequential turn/mileage steps from Emile Zola Ave through Pinnacle Peak Rd, Lake Pleasant Pkwy, Happy Valley Rd, Vistancia Blvd, Lone Mountain Pkwy, and local lanes).

B.1.4 Work Requirements:
- Obtain mail casing and delivery information from the Administrative Official.
- Case, load, transport, unload, and exchange all mail classes at origin, en route, and destination; clear collection boxes only at posted times.
- Use scanning devices and exchange lobby/vestibule keys as directed; report delays and maintain accountability for devices and keys.

B.2 Vehicle Requirements and Specifications:
- Provide at least one vehicle with a minimum of 120 cubic feet of usable load space and standby equipment; vehicles must be 5 years old or less at contract start and replaced if older than 9 years.
- Equip vehicles with roof-mounted warning lights, optional "US MAIL" signage as permitted, and a cellular phone for two-way communications.

B.3 General Requirements and Prohibitions:
- Ensure sanctity, security, and timely transport of mail in an enclosed, locked compartment; protect mail from loss, depredation, or damage.
- Perform extra trips as ordered; compensation on cancelled trips is 50% of rate per mile with at least 4 hours’ notice or full rate if less than 4 hours’ notice.
- Maintain vehicle appearance; prohibit alcohol, drugs, weapons, hitchhikers, and unauthorized mail access; ensure personnel are trustworthy, of good moral character, and competent in English.

Section 3 – Supplier Capability: demonstrate capability to perform required services throughout the contract.
Section 4 – Operations Plan: submit a detailed plan for normal and unscheduled operations per evaluation criteria.
Section 5 – Representations and Certifications: complete and execute required representations and certifications (Provision 4-3).
Section 6 – Subcontracting Plan: required if total contract value is $1,000,000 or more or if subcontractors will be used.

Supplier Clearance Requirements:

- Maintain trustworthy, English-speaking drivers with valid licenses; professional appearance; comply with applicable insurance and workers’ compensation laws.
