Request for Information for COMMERCIAL PROFESSIONAL SERVICES

This is a REQUEST FOR INFORMATION (RFI) only. This request is for planning purposes and does not constitute a Request for Quote (RFQ)/solicitation. This notice shall not be construed as a commitment on the part of the Government to award a contract or to pay for the information. The Government may or may not decide to award a contract as a result of this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. No funds have been authorized, appropriated or received in this office for the purchase of this product or information. The information provided will be used for market research only. A company is encouraged to respond to this notice if it possesses the capability to provide services similar to those described in the attached Performance Work Statement (PWS).

The NORAD/USNORTHCOM (N&NC) Training and Exercises Directorate supports the training needs of headquarters personnel along with the requirements of all subordinate and component commands and Joint Task Forces (JTFs). This support entails the development of specific training programs that address emergent training requirements and emphasizes the exploration of learning solutions. These training programs along with pre-existing Annual Command Core Training courses, will be administered and tracked via the commands' Learning, Education and Resource Network (LEARN) Learning Management System (LMS) and will be hosted on the commands' Non-Secure Internet Protocol Router (NIPR) servers and future cloud applications. N&NC maintains a library of 11 mandatory annual training courses which encompass the Level 1 Newcomer's courses such as Information Security (INFOSEC), Security Education and Training (SET), Continuity of Operations Plan (COOP), etc. that are administered via the LEARN LMS. The courses are reviewed and updated by N&NC personnel on an annual basis.

Support will primarily be provided at Peterson Space Force Base and Cheyenne Mountain Space Force Station. The Contractor is responsible for designing Instructional Training Modules that support the Learning Training Program. This opportunity is fully remote.

The North American Industry Code is 541330 Engineering Services. The small business threshold is $25,500,000.00

The Government is considering writing a commercial, 5-year, firm, fixed-priced task order against the existing GSA OASIS IDIQ.

Background
The NORAD/USNORTHCOM (N&NC) Training and Exercises Directorate is responsible for supporting the training needs of headquarters personnel, subordinate commands, and Joint Task Forces (JTFs).

The goal of this contract is to develop specific training programs that address emergent training requirements while utilizing the Learning, Education and Resource Network (LEARN) Learning Management System (LMS). This initiative includes administering and tracking mandatory annual training courses through the LMS, which is hosted on NIPR servers and future cloud applications.

Work Details
The contractor will perform the following tasks:
1. Convert existing PowerPoint presentations and PDFs into structured training programs in collaboration with subject matter experts (SMEs).
2. Design Instructional Training Modules that support the Learning Training Program.
3. Conduct a comprehensive Training Needs Analysis for each directorate and battle staff center to identify training gaps.
4. Apply instructional design models such as ADDIE and SAM to develop tailored Level 2 training programs.
5. Ensure all developed courses are SCORM 1.2 and/or xAPI compliant using eLearning authoring tools like Adobe Captivate or Articulate.
6. Develop mobile capabilities for newly created and existing mandatory annual training courses.
7. Administer the LMS applications on Non-Secure Internet Protocol networks, maintain mandatory annual training programs, provide technical support to end users, produce automated reports, and liaise with military colleges for access to curricula.
