  1. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice will not be returned. Vendors will not be notified of the result of this review. It is the intent of Washington Headquarters Services/Acquisition Directorate (WHS/AD) to use this sources sought for market research purposes only.
  2. The Department of Defense (DoD), WHS/AD is performing market research to determine the availability, interest, and capability of potential 8(a) sources to providing Integrated Continuous Process Improvement (CPI), Business Process Reengineering (BPR) and Organizational Efficiencies services at the Pentagon Reservation and other Government owned or leased facilities within the NCR.
  3. Responses shall not exceed five (5) pages maximum. Do not submit pricing information in response to this Sources Sought notice.
  4. All responses shall be submitted via e-mail to whs.pentagon.ad.mbx.fomb@mail.mil and copy Nicole Savoy (Contract Specialist) at nicole.a.savoy.civ@mail.mil no later than 04:00 PM EST on January 31, 2025.

Background
The Department of Defense (DoD), Washington Headquarters Services/Acquisition Directorate (WHS/AD) is conducting market research to assess the availability, interest, and capability of potential 8(a) sources for providing Integrated Continuous Process Improvement (CPI), Business Process Reengineering (BPR), and Organizational Efficiencies services.

This initiative is aimed at supporting the mission objectives set forth by the Office of the Secretary of Defense (OSD) at the Pentagon Reservation and other government-owned or leased facilities within the National Capital Region (NCR). The Space Portfolio Division (SPD) under WHS plays a critical role in offering strategic and operational services essential to achieving these objectives.

Work Details
The Contractor shall provide a comprehensive range of Integrated CPI, BPR, and Organizational Efficiencies Support Services for the Director of SPD and all supporting directorates.

Key tasks include: assessing and applying new technologies; providing information assurance engineering; technical writing; graphic support; cost estimating; funding analysis; database management; configuration management support; integrated master scheduling; project management; and contract pre-award and post-award administration support.

The Contractor must also possess a Secret facility security clearance from the Defense Counterintelligence and Security Agency (DCSA) prior to proposal submission, with personnel required to obtain a Secret personnel security clearance at the time of award.

Period of Performance
The period of performance will include a one-year base period with four one-year option periods, plus one six-month option period.
