Description

The National Guard Bureau's Operational Contracting Division Contracting Office (NGB-AQ-C), 111 South George Mason, Arlington, VA 22204 is issuing this sources sought synopsis as a means of conducting market research to identify interested parties to support the requirement for the National Guard Bureau's Performance Improvement Office (PIO) Continuous Process Improvement (CPI) and Integrated Management Systems (IMS) Services contract at the National Guard Bureau in Arlington VA 22204. The intention is to procure these services on a competitive basis. The Government seeks to determine if 8a Small Businesses are capable and interested in the Performance Improvement Office (PIO)/ Continuous Process Improvement (CPI) and Integrated Management Systems (IMS) Services requirement.

Background
The National Guard Bureau’s Operational Contracting Division Contracting Office (NGB-AQ-C) is conducting market research to identify interested parties for the Performance Improvement Office (PIO) Continuous Process Improvement (CPI) and Integrated Management Systems (IMS) Services contract.

The goal is to procure these services competitively, focusing on the capabilities of 8a Small Businesses. The contract aims to enhance the efficiency and effectiveness of business operations across the National Guard Enterprise.

Work Details
The contractor will provide a range of services under the Performance Improvement Office, including:
1. Business Management and Strategic Planning/Execution Facilitation Services using the Baldrige Excellence Framework;
2. Industry Perspective Strategic Planning and Execution Consulting Services;
3. Operational Workflow Management services, which include customer satisfaction services, travel coordination, daily workflow management, tracking training services, award event planning, and supply services;
4. Performance and Knowledge Management services including training, data analysis, metrics creation, SharePoint® services, knowledge management, and performance assessment analysis;
5. Qualitative Analysis and Evaluation services.

The contractor will also conduct strategic planning workshops across various regional locations for NGB states and territories.

Period of Performance
The estimated period of performance consists of five years (base year plus four option periods), commencing in late March 2026.

Place of Performance
The contract will be performed at the National Guard Bureau in Arlington, VA.
