Synopsis

The General Services Administration (GSA), Office of Centralized Acquisition Services (OCAS), on behalf of the U.S. Department of Housing and Urban Development (HUD), Office of General Counsel (OGC), is issuing this Request for Quotations (RFQ) for commercial Continuing Legal Education (CLE) subscription services.

The Contractor shall provide a secure, commercial, web-based enterprise learning platform that delivers live and on-demand CLE-accredited training for HUD attorneys, paralegals, and other authorized personnel. The solution shall support approximately 650 authorized users and include user administration, CLE credit tracking, certificates of completion, reporting capabilities, customer support, and related subscription services in accordance with the Statement of Work (SOW).

The anticipated award is a single Firm-Fixed-Price contract consisting of a twelve (12) month base period and three (3) twelve-month option periods.

This acquisition is conducted using commercial acquisition procedures and will be awarded on a Best Value Tradeoff basis. Evaluation factors include Technical Capability, Past Performance, Transition and Implementation, and Price, as described in the solicitation.

The applicable NAICS Codes are 611430 Professional and Management Development Training and 519290 Web Search Portals and All Other Information Services. The applicable Product Service Code (PSC) is U009 Education/Training General.

All responsible sources may submit a quotation, which will be considered by the Government.

Background
The General Services Administration (GSA), Office of Centralized Acquisition Services (OCAS), on behalf of the U.S. Department of Housing and Urban Development (HUD), Office of General Counsel (OGC), is issuing this Request for Quotations (RFQ) for commercial Continuing Legal Education (CLE) subscription services.

HUD OGC provides legal counsel and representation to support the Department's mission to create strong, sustainable, inclusive communities and quality affordable homes. The objective is to obtain a commercially available enterprise CLE platform that provides HUD personnel with convenient access to high-quality legal education resources while supporting compliance with applicable state and territorial CLE requirements.

Work Details
The Contractor shall provide a secure, commercial, web-based enterprise learning platform that delivers live and on-demand CLE-accredited training for approximately 650 authorized HUD attorneys, paralegals, and other personnel.

The solution must include user administration, CLE credit tracking, certificates of completion, reporting capabilities, customer support, software updates, maintenance, and all services necessary for successful performance. The Statement of Work specifies that the Contractor will furnish a subscription service providing access to live and on-demand CLE programming along with administrative reporting and jurisdictional credit tracking.

Period of Performance
The anticipated Period of Performance includes a twelve-month base period followed by three twelve-month option periods.

Place of Performance
Performance shall primarily occur remotely using the Contractor's commercial cloud-based learning platform accessible by authorized Government personnel worldwide through an internet connection.

Bidder Requirements
Offerors must demonstrate technical capability in providing a comprehensive CLE solution that satisfies all requirements identified in the Statement of Work. They should have experience providing similar enterprise legal education or professional training subscription services within the past five years.
