The Contractor must assemble and deliver CMS complete kits CLIN-0001, and/or individual Consumable Medical Supplies listed on an ala carte basis CLINs 0002-0109, as requested by FEMA in both steady-state to maintain stock levels, and for Emergency Response/Surge operations to Distribution Centers, Incident Support Bases, Federal Staging Areas, Point of Distribution and shelters within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). FEMA Distribution Centers are listed on pages 6-7. Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters will be determined at the time of an emergency declaration.

Specifically, the Contractor must:

  • Replenish the perishable/ non-perishable items within the Consumable Medical Supply Kits, stored at FEMA Distribution Centers during steady state.
  • Deliver complete kits (CLIN-0001) or ala carte orders (CLINs 0002-0109) during Emergency Response/Surge Operations to Incident Support Bases, Federal Staging Areas, Point of Distribution and shelters within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

Background
The Federal Emergency Management Agency (FEMA) is seeking to award a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Consumable Medical Supplies (CMS) Kits. The goal of this contract is to ensure the availability of essential medical supplies during both steady-state operations and emergency response situations, thereby supporting FEMA's mission to prepare for, respond to, and recover from disasters.

Work Details
The contractor must assemble and deliver CMS complete kits (CLIN-0001) and/or individual consumable medical supplies on an ala carte basis (CLINs 0002-0109) as requested by FEMA. Deliveries will be made to various locations including Distribution Centers, Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Specific requirements include replenishing perishable/non-perishable items in the kits during steady state and delivering complete kits or ala carte orders during emergency response operations.

The following items are included in the contract:
- CLIN 0001: Complete Kit - 58 EA
- CLIN 0002: Antibacterial Cleansing Wipes/Travel Pack - 100 PK
- CLIN 0003: Tall Kitchen Bags, Plastic/13-Gallon - 100 CS
- CLIN 0004: Nutritional Supplemental Drinks for children - 56 EA
- CLIN 0005: Magnifying Glass Classic/3" with 5X Magnification - 2 EA
- Additional items include gloves, waste bags, bleach, hand sanitizers, various medical instruments and supplies, etc., totaling over a hundred different products with specified quantities.

Period of Performance
The period of performance for this requirement consists of a twelve (12) month base period with four (4) one-year option periods. The base period is from June 22, 2026 to June 21, 2027.

Place of Performance
Products will be delivered to FEMA Distribution Centers and other specified locations within CONUS and OCONUS as determined at the time of an emergency declaration.
