Consulting Services for VA Central California Healthcare System

The Veterans Affairs Central California Health Care System (VACCHCS) is seeking consulting services for the assessment and review of safety, emergency management, and engineering programs to ensure compliance with Joint Commission standards. The contractor will be responsible for conducting on-site assessments and follow-up reviews, providing training sessions for staff, and delivering detailed assessment reports. The performance period includes a base period and four option years, with the contractor working from 8:00AM-4:30PM, Monday through Friday. Facility visits will be scheduled before May 1, 2022, and in September of each year thereafter. The contractor must have extensive knowledge of Joint Commission standards and possess relevant certifications and experience in healthcare engineering and management. Security considerations do not apply to this contract.

The contractor's responsibilities include providing follow-up on previous facility visit recommendations, conducting on-site reviews and training sessions, and ensuring compliance with safety, emergency management, and engineering programs. The contractor must adhere to federal laws, regulations, standards, and VA Directives and Handbooks regarding information security. Deliverables include a detailed assessment report of compliance with the Environment of Care, Life Safety, and Emergency Management standards, as well as training presentations and reference documents. The contractor must also provide sample solutions to resolve identified issues. Security considerations do not apply to this contract.

The quality control program of the contractor should include an inspection plan covering all services, on-site records of inspections conducted, methods for identifying and preventing deficiencies in service quality, and maintenance of employee certification records. The contractor's performance will be monitored by the Contracting Officer's Representative (COR) to ensure compliance with expectations based on participant evaluations. Invoicing should be submitted to the COR for verification before being submitted to DFAS Austin for payment.

Attachment A of the Statement of Work lists previous reports that will be reviewed during the assessment process. These reports cover various aspects such as environment of care committee minutes, life safety assessments, hazardous materials inventory, utility management inventory, emergency operations plan, and water quality reports.
