This is a Pre-solicitation.

The U.S. Consulate General in Rio de Janeiro, Brazil, hereby pre-solicits qualified companies for an expression of interest for the replacement, supply, installation, and maintenance of intercoms at the ACS Consular Section in the Rio de Janeiro Office. Your company is invited to submit an email showing interest in participating in this pre-solicitation.
The DRAFT RFP (request for proposal) will be available in the SAM.gov for 15 days. Consulate may change or cancel this listing or part of it at any time without notice.

If you or your firm are interested in participating in this process, and in receiving a copy of the requirements, please send a message to RioProcurement@state.gov within 15 days of the online publication of this announcement. The requirements and scheduling of the pre-solicitation visit will be forwarded to all interested parties on the 16th day.

Considering that the DRAFT RFP is available on the SAM.gov website, please read it carefully, and if you are interested, please send us your contact with the confirmation of interest in the pre-solicitation technical visit. If you have not been able to access the DRAFT RFP, please inform us by email, in a timely manner, and we will forward it.

Please note this solicitation is not ready to be issued as of this date. The Consulate General of the United States in Rio de Janeiro, Brazil will launch the solicitation on theSA,.gov when it is available.

The Government plans to issue the solicitation around May 2025. The quotation due date will be set forth in the solicitation.

All responsible sources may submit its interesting and later a quotation which will be considered.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.

The Government is planning a pre-solicitation site visit and the date and time will be informed by email for the interested ones. And a pre-quotation conference/site visit will also be scheduled, with its date and time that will be in the solicitation letter.

All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

Background
The U.S. Consulate General in Rio de Janeiro, Brazil, is seeking qualified companies for the replacement, supply, installation, and maintenance of intercom systems at the ACS Consular Section. The goal of this contract is to enhance communication capabilities within the Consulate's services to American citizens.

Work Details
The contractor will be responsible for removing existing microphone installations and cables, and installing a new microphone window system at five teller windows in the American Citizen Services (ACS) section. This includes providing training on the new equipment and performing maintenance work.

The contractor must ensure that all installations conform to specified audio performance characteristics including frequency response, signal-to-noise ratio, and total harmonic distortion. The system design must comply with ASNSI/INFOCOMM standards and include features such as full duplex communication, hands-free operation, and compatibility with standardized connectors.

The contractor will also provide necessary infrastructure installation, spare parts, a preventative maintenance plan, and warranty support. All work must restore any finishes affected during installation to their previous state.

Period of Performance
The contractor is expected to commence work within ten calendar days after receiving notice to proceed and complete all tasks within one hundred twenty calendar days thereafter.
