Background
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas has a requirement to provide construction security and surveillance services onboard Naval Base Guam. This is to support a secure construction project in accordance with the Intelligence Community Directive (ICD) 705 series and Department of Defense (DoD) policies.

The solicitation number for this request for quotation (RFQ) is N6264926QH006, which is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must be certified as an SDVOSB by the Small Business Administration (SBA) at the time of proposal submission and award.

Work Details
The contractor shall provide Construction Site Security Services, which include:
1. Site Security Manager (SSM): Responsible for managing all aspects of security during the project.
2. Construction Surveillance Technicians (CST): Responsible for surveillance and monitoring of all activities in the controlled construction space, performing inspections of materials, tools, and equipment to ensure they are free from tampering and identifying discrepancies.
3. Personnel Requirements: The contractor must provide personnel with current certifications, qualifications, trainings, and active security clearances as per ICD-705.
4. Equipment Provision: The contractor must supply all necessary equipment to accomplish tasks outlined in the Construction Surveillance Plan (CSP), ensuring all equipment calibrations remain current.
5. Compliance with OSHA standards: All personnel must have necessary safety equipment to comply with applicable OSHA standards.

Period of Performance
Base Year: 01 MAY 2026 - 30 APR 2027; Option Period 1: 01 MAY 2027 - 30 APR 2028; Option Period 2: 01 MAY 2028 - 30 APR 2029; Option Period 3: 01 MAY 2029 - 31 AUG 2029.

Solicitation number N6264926QH006 is issued as a request for quotation (RFQ) for construction security and surveillance services.

This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. Offerors must be certified as an SDVOSB by the Small Business Administration (SBA) at the time of proposal submission and award. The Government will verify the offeror's SDVOSB status in the System for Award Management (SAM.gov) and the SBA's certification database.
