Background
The purpose of this requirement is to provide construction security services as well as construction security surveillance services to support secure construction projects In-Accordance-With (IAW) the Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies. U.S. Government Intelligence Community-sponsored construction projects are subject to overarching and unique program considerations. The infrastructure, equipment, and services being acquired will be critical to ensuring that these construction projects comply with the requirements defined in the ICD 705, 'Physical and Technical Security Standards for Sensitive Compartmented Information Facilities', and the DoD 5105.21-M-Volumes 1,2,3, 'Sensitive Compartmented Information Administrative Security Manual', dated October 2012.

Work Details
The Contractor shall provide a construction security monitoring program which shall include all aspects of personnel and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. The contract scope shall include the full range of construction security program management, administrative, construction surveillance operations, including demobilization and closeout.

The Contractor shall provide a team of Construction Security Technicians (CST) and Cleared American Guards (CAG) to successfully protect the integrity of the SCIF areas throughout its construction. The Lead CST Operations shall include monitoring activities, overseeing CSTs/CAGs, coordinating material shipment and storage, providing advice to field personnel, attending meetings, following guidance of the Site Security Manager (SSM), documenting activities and security incidents, performing inspections, access control functions, opening and closing procedures of the Secure Construction Site each day. CAG Operations shall include performing access control functions at all vehicle and pedestrian entrances to the site during hours of operations, screening workers and equipment entering or exiting the site, conducting random inspections of all site areas to ensure no prohibited materials have been brought on to the site.

Period of Performance
The expected hours of site operation are eight (8) hours per day, five (5) days per week.
