Background
The purpose of this requirement is to provide construction security services as well as construction security surveillance services to support secure construction projects onboard Naval Support Activity (NSA) Naples, Italy. The infrastructure, equipment, and services being acquired will be critical to ensuring that these construction projects comply with the requirements defined in the Intelligence Community Directive (ICD) 705 and the Department of Defense (DoD) 5105.21-M-Volumes 1,2,3. The contract scope shall include the full range of construction security program management, administrative, construction surveillance operations, including demobilization and closeout.

Work Details
The Contractor shall provide a construction security monitoring program which shall include all aspects of personnel and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. The Contractor shall provide a team of Construction Security Technicians (CST) and Cleared American Guards (CAG) to successfully protect the integrity of the SCIF areas throughout its construction.
The Lead CST duties include overseeing CSTs/CAGs, coordinating material shipments, storage, and expenditure, providing advice to field personnel, attending meetings, and following the guidance of the Site Security Manager (SSM).
CST duties include monitoring activities of construction workers, documenting activities and security incidents, performing inspections of materials and finished construction work, access control functions, and carrying out opening and closing procedures of the Secure Construction Site each day.
CAG duties include performing access control functions at all vehicle and pedestrian entrances to the site during hours of operations, screening workers, vehicles, and equipment entering or exiting the site, conducting random inspections of all site areas to ensure no prohibited materials have been brought on site.

Period of Performance
The contract includes a base period of 12 months for Base Period Services with option periods for 9 months (Option Period 1 Services) and 6 months (OPTION). The period of performance spans from September 1st, 2022 to November 30th, 2024.

Place of Performance
The geographic location for performance is onboard Naval Support Activity (NSA) Naples, Italy.
