Construction Services for the CISA Headquarters Building, St Elizabeths West Campus, SE WASH DC   2

The General Services Administration (GSA), Public Buildings Service (PBS), National Capital Region (NCR), intends to issue a Request for Proposal (RFP) for a single Firm Fixed-Price Contract for new construction services for the Cybersecurity and Infrastructure Security Agency (CISA) Headquarters Building, St Elizabeths West Campus, SE, Wash DC.

The work to be performed under the terms of this contract include, but is not limited to, furnishing all management, supervision, subcontractors, consultants, labor, materials, supplies and equipment to plan, schedule, construct, coordinate and assure effective performance of all requested construction services to meet the General Services Administration and its client agency's (US Department of Homeland Security) requirements. This Construction contract is for base building construction (i.e., warm lit shell) and tenant fit-out for a new, ten (10) floor state of the art facility of which one (1) floor is partially below grade (approximately 620,000 GSF). The site for the newly proposed building encompasses both a plateau and ravine. The project will include civil/site work; substructure (i.e., foundations, slab on grade, basement excavation, and basement walls); core and shell (i.e., floor construction, roof construction, exterior walls, exterior windows, and exterior doors); tenant fit-out (i.e., interior partitions, interior doors, and finishes); and landscaping. All building work shall conform to GSA Design and Construction Excellence requirements.

A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this requirement is 236220 - Commercial and Institutional Building Construction; small business size standard is $39.5 million in average annual receipts over the past three years. All responsible firms may submit an offer. Prior Government contract work is not required for submitting a response under this notice.

The selection process will be conducted in accordance with FAR Part 15 source selection procedures. The solicitation is anticipated to be issued on, or around, March 2023. A pre-proposal meeting will be conducted, the date and time to be set-forth in the solicitation package. Interested firms are encouraged to attend the pre-proposal conference. The solicitation closing date will be 45 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments, and questions concerning this solicitation will be electronically posted at the government point of entry (GPE) website: http://www.SAM.gov.

Interested firms must be registered in the System for Award Management (SAM). Firms may register via the Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representations and certifications through the SAM website.

The solicitation and associated information will be available from the SAM site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the SAM posting.

Offerors will not be reimbursed for proposal submittal expenses. Award is subject to the availability of funds.
