THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation, but market research to determine potential sources for the procurement of construction services for a New Embassy Compound in Ulaanbaatar Mongolia. This notice does not constitute a promise to issue a solicitation in the future. Further, we are not at this time seeking proposals; therefore, DO NOT request a copy of a solicitation or submit a proposal as a result of this notice. Responders are advised the Government will not pay for any information or administrative costs incurred in response to this sources sought and that all submissions become Government property and will not be returned. All costs associated with responding to this sources sought will be solely at the responding party's expense.

Not responding to this sources sought does not preclude participation in any future solicitation, should one be issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No basis for claim against the Government shall arise from a response to the notice. It is the responsibility of the interested parties to monitor the SAM.gov website for additional information pertaining to this sources sought.

Responses to this Sources Sought Notice must be received no later than September 20, 2024 at 2:00 PM EDT. Responses must be emailed to: careyda@state.gov. It is the responsibility of the respondent to ensure their email has been received by contacting the
Contract Specialist, Deborah Carey by email to confirm receipt of your information. Responses and/or inquiries WILL NOT be accepted past the deadline. Interested parties must include their company name, address, phone number, point of contact, company size status and whether or not they are a U.S. or foreign-owned firm. All interested parties must provide information that demonstrates they have the capability of providing construction services overseas, this includes design and execution of multiple building structures, on-site organization with management to ensure overall project coordination; and overall control throughout the life of the project.

Background
The U.S. Department of State is conducting market research to identify potential sources for construction services related to a New Embassy Compound (NEC) in Ulaanbaatar, Mongolia. This announcement serves as a sources sought notice and does not constitute a solicitation for proposals. The goal of the contract is to procure design and construction services for the embassy compound while ensuring that the existing U.S. Embassy remains operational during the project.

Work Details
The construction services required include both design and execution of multiple building structures at the new site selected for the NEC, which has an estimated total facility area of 20,833 GSM. Interested parties must demonstrate their capability to provide construction services overseas, including on-site organization and management for overall project coordination and control throughout the project's life cycle.

Additionally, contractors must have experience with similar projects that comply with the Omnibus Diplomatic Security and Antiterrorism Act of 1986, specifically having successfully completed contracts or subcontracts valued at least $240 million involving work of similar type and complexity. A Secret Security Clearance and Facility Clearance for Safeguarding are mandatory for contractors, with pre-qualified vendors sponsored by the Department of State given 120 days to obtain clearance prior to award.
