Amendment 001

The purpose of this amendment is:

  1. To provide the Government's answer to vendor questions.
  2. To provide an updated Attachment C Pricing Schedule.
  3. To extend the proposal submission deadline to May 19, 2025 at 10:00am, ET.

Fiscal Service Procurement, on behalf of the Armed Forces Retirement Home of Washington, D.C. (AFRH-W), is hereby requesting a formal proposal for the subject requirement in accordance with the attached solicitation. The Government intends to issue a Blanket Purchase Agreement (BPA) for Construction Services, allowing Firm-fixed price BPA Orders as needed. The anticipated period of performance shall be for a 12-month base period and four 12-month option periods, with a start date as soon as possible.

This requirement is a 100% small business set-aside to all SDVOSB certified small businesses.

Offeror shall have an unexpired SAM.GOV registration and Unique Entity Identifier (UEI) before contract award may be made.

The offeror shall adhere to the Quotation Instructions included within this solicitation.

Any questions regarding this solicitation shall be submitted in writing to purchasing@fiscal.treasury.gov and kaity.eaton@fiscal.treasury.gov by no later than 2:00pm ET on May 2, 2025 and must state 20342325R00009 Questions/Construction Services, Attn: KE/GJ in the subject line. Any questions submitted after this deadline will not be assured of an answer. Any questions and/or comments received are not considered proprietary and will not be protected by the Government.

Please review the attachments and provide your quote via email to purchasing@fiscal.treasury.gov and kaity.eaton@fiscal.treasury.gov by no later than 10:00am ET, May 9, 2025. Please include 20342325R00009 Proposal/Construction Services, Attn: KE/GJ in the subject line.

The Offeror assumes full responsibility for ensuring all electronic materials and attachments submitted are formatted in accordance with the Bureau of the Fiscal Service Security Requirements.

Background
The Fiscal Service Procurement, on behalf of the Armed Forces Retirement Home of Washington, D.C. (AFRH-W), is seeking proposals for a Blanket Purchase Agreement (BPA) for Construction Services. This initiative aims to provide construction services as needed, with a focus on supporting small businesses, specifically 100% set-aside for SDVOSB certified small businesses.

Work Details
The contractor will be responsible for various construction tasks as outlined in the Statement of Work (SOW). The labor categories required include but are not limited to: Boilermaker, Carpenter, Concrete Installer, Dredger, Drywall Mechanic, Electrician, Elevator Mechanic, Fencer, Flooring Installer, Glaziers, Hazardous Materials Remover, Heavy Equipment Operator, HVAC Technician, Insulation Installer, Ironworker, Laborer, Landscaper, Linemen, Mason, Millwright, Painter, Pile Driver, Pipefitter, Plumber Pipefitter, Rigger, Roofer, Sheet Metal Worker, Solar Photovoltaic (PV) Installer, Fire Protection System Installer, Steel Fixer, Surveyor, Teamster, Tile and Stone Setter, Welder, Construction Foreman, Construction Inspector, Construction/Project Manager, Construction Materials Testing Technician, Estimator and Quantity Surveyor. The contractor must identify its current labor/skill categories that meet or exceed the requirements of this BPA as outlined in the Performance Work Statement (PWS).

Period of Performance
The anticipated period of performance is for a 12-month base period with four additional 12-month option periods.

Place of Performance
The construction projects will be performed at the Armed Forces Retirement Home located in Washington D.C.
