Construction Security Monitoring (CSM) services

Background
The U.S. Army Corps of Engineers, Far East District (FED) is conducting a market survey to identify capable firms interested in providing Construction Security Monitoring (CSM) services. This initiative is part of their mission to ensure the physical security of new construction or renovation of U.S-Only Secure Facilities in the Republic of Korea.

The market survey is for information and preliminary planning purposes only and does not constitute a commitment by the Government.

Work Details
The required services include security-related engineering, surveillance, inspection, analysis, development, acquisition, installation, testing, training, operations, maintenance, and management specifically related to physical security. Key components involve:

- Management systems (software applications, computers, displays)
- Ground sensors and surveillance (perimeter, interior, seismic, acoustic, magnetic, IR, microwave)
- Information transfer systems (communication systems, radios)
- Information management systems
- Electromechanical security devices
- Command control communications and intelligence (C4I) subsystems
- Active surveillance force support
- Technical surveillance and countermeasures
- Training on construction surveillance strategies and risk analysis.

Place of Performance
The contract will be performed outside the Continental United States (OCONUS), specifically in the Republic of Korea.
