Description

To effectively accomplish its mission and be in compliance with Federal Acquisition Regulations (FAR) the NCI has a need for Construction Quality Management (CQM) Support Services. CQM is defined as a firm performing under this requirement to the NCI to provide a variety of construction quality management services including, but are not limited to, pre-planning, programming, design management, design review, procurement support, construction management, commissioning, and post-construction support. Professional design services are not part of the CQM services, such as certification of designs or construction services as defined in the Federal Acquisition Regulation Part 36 and Part 2, and Davis-Bacon Act work as described in Federal Acquisition Regulation Subpart 22.4. The Government intends to establish a single-award BPA to a qualified Offeror whose offer conforming to requirements outlined in this RFQ, will provide the best value to the Government. Pursuant to FAR 8.405-3(d) single-award BPAs shall not exceed one year. This BPA will have four one-year options. The Contracting Officer will determine best value to the Government based on evaluation of price and non-price factors considered. In regards to relative importance of each factor Past Performance & Technical Approach are more important than General Qualifications & QASP. General Qualifications & QASP are of equal importance to each other, General Qualifications & QASP are more important that price & Betterment. The Government intends to conduct the evaluation and selection process in two (2) Steps: (1) Step 1 Advisory. Factor A, B & C will be evaluated in this step. Each Offeror will receive an Advisory Notification. (2) Step 2. Factors D, E & F will be evaluated in this step. The selection decision will be the offeror who provides the Best Value to the government involving all five factors, Past Performance, General Qualifications, Technical Approach, QASP, Price, Betterment, according to FAR 15.101, Best Value Continuum. Betterment will be a part of the overall evaluation. Participation in Step 1 is a mandatory part of this acquisition. Failure to participate in Step 1 will preclude further consideration of the Offeror's proposal. Step 2 submissions will not be accepted from any Offeror who has not completed Step 1. Results of Step 1 will be carried over to Step 2 for the overall evaluation of proposals. Questions and Answers / Assumptions and Exceptions: Offerors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS) at Donald.lanham@nih.gov AND Contracting Officer (CO) at Amanda.Aung@nih.gov by Monday, March 06, 2023, 1 PM (Eastern Standard Time). Questions will be consolidated and responses will be forwarded to all Offerors. No further questions will be addressed on this requirement after this date. Offerors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their proposal. Step (1) is due by 1:00 PM (Eastern Standard Time) on Monday, March 20, 2023.
