This notice is provided to solicit interest for the Construction Projects Scheduling, Constructability, Risk Management, Litigation, and Forensic Audit Support Services IDIQ's. Awardees will provide The Office of Construction Management (CM), Bureau of Overseas Buildings Operations (OBO), U.S. Department of State support services for Construction Scheduling support, Review and Evaluation of Requests for Equitable Adjustments (REAs), Time Impact Analysis (TIAs), Constructability, Risk Analysis, Claims Mitigation and Cost Estimating services under IDIQ contracts for worldwide OBO's construction projects. Review and analyze IPES, BPES, Monthly PES Updates, REAs, TIAs submitted by the construction contractor. Provide cost estimations for contracts and contract modifications including direct costs, sub-contractors costs, and indirect costs if requested. Review integration of Commissioning Schedules in PES. Provide Claim Mitigation services including claim analysis, expert witnesses and audit of contractors prices. Project site visits if requested and authorized in writing by the COR. Submit detailed narratives and reports for each completed activity. Develop an integrated schedule risk model with the use of simulation techniques, such as Monte Carlo, to project the likely substantial completion date. The updated risk register will contain the probability of each risk identified and a range of days (minimum, most likely, and maximum) the item will affect the overall project schedule. The requirement for 6 simulations to be provided are as described, provide the findings data in a graphic format (MS excel exports or other) for a slide based presentation to OBO prior to the publishing of reports. Provide aprobabilistic distribution model in which a 50% and 80% certainty level represents the likely substantial completion date.

Background
The Office of Construction Management (CM), Bureau of Overseas Buildings Operations (OBO), U.S. Department of State is soliciting interest for Construction Projects Scheduling, Constructability, Risk Management, Litigation, and Forensic Audit Support Services IDIQ contracts. The awardees will provide support services for construction scheduling, review and evaluation of Requests for Equitable Adjustments (REAs), Time Impact Analysis (TIAs), constructability, risk analysis, claims mitigation, and cost estimating services under IDIQ contracts for worldwide OBO’s construction projects.

Work Details
The contractors are required to review and analyze IPES, BPES, Monthly PES Updates, REAs, TIAs submitted by the construction contractor. They must also provide cost estimations for contracts and contract modifications including direct costs, sub-contractor costs, and indirect costs if requested. Additionally, they are expected to review integration of Commissioning Schedules in PES and provide claim mitigation services including claim analysis, expert witnesses, and audit of contractors' prices. The contractors may be required to conduct project site visits if requested and authorized in writing by the COR. They must submit detailed narratives and reports for each completed activity. Period of Performance
The contract is intended to be awarded for $1.5 million per year with a total value of $7.5 million over 5 years. The Phase 1 Pre-Qualification announcement is planned to be posted on SAM.gov in or around December 2023.
