In accordance with 38 U.S.C. 8127 (Public Law 109-461), this procurement is set aside for SDVOSBs utilizing a tiered set-aside evaluation approach, including other than small businesses, to minimize delays in the re-solicitation process.

Background
The Department of Veterans Affairs, specifically the Network Contracting Office 8 (NCO 8) in Miami, FL, is issuing this solicitation for the construction of a new boiler building and controls in the old incinerator area. This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to ensure that veteran-owned businesses have the opportunity to participate in this project.

The goal of the contract is to enhance the operational capabilities of the Medical Center by providing a new boiler system that meets current standards and requirements.

Work Details
The scope of work includes:
- Constructing a new boiler building and associated controls;
- Ensuring continuous operation of temporary boiler systems until acceptance of the permanent system;
- Addressing liquidated damages of $10,000 per calendar day for late completion;
- Commissioning, testing, corrective actions, training, and a full operational proving period as part of the project completion.

The contractor is responsible for all new and temporary boilers and their ancillary equipment. Additionally, there are requirements for dust monitoring, groundwater monitoring, contaminated soil management, fire protection systems including sprinkler layouts, and complete drawing sets for bidding.

The construction projects will be performed at the Miami VA Healthcare System located at 1201 NW 16th Street, Miami FL 33125.
