Description

The Naval Sea Systems Command intends to issue Solicitation N00024-25-R-2415 to Bollinger Shipyards Lockport, L.L.C. (Bollinger), 8365 Highway 308 S, Lockport, LA 70374 for the construction of the LSM Block 1 lead ship using Bollinger's commercial/non-developmental ILSV design. The Government intends to solicit and negotiate the proposed contract action with Bollinger under the authority of 10 U.S.C. 3204(a)(5) as implemented in Federal Acquisition Regulation (FAR) 6.302-5. Per FAR 6.302-5(a)(2)(i), which states full and open competition need not be provided for when [a] statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. Section 128 of the National Defense Authorization Act of 2025 authorizes the Navy to exempt the contract for the lead ship of the LSM program from full an open competition if such ship is a commercial or non-developmental item. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. If a competitive solicitation is issued in the future, it will be announced via SAM, and interested parties must comply with that announcement.

The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
