Description

This is a Solicitation for Construction Management Services for a Tenant Improvement Project at the Prince Jonah Kuhio Kalanianaole Federal Building in Honolulu, HI. Attached to this RFQ is a Statement of Work dated 05/18/2023; the Controlled But Unclassified Building Information clause; and the General Contractor Statement of Work, for reference only. There are additional CUI documents which further define the construction project scope, which are available only by emailing the Contracting Officer, Krista Miller at krista.miller@gsa.gov and including your firm's UEI number, and a GACA or gmail address. There will be a Pre-proposal Conference and Site Walk on June 29, 2023 at 2pm Hawaii time at the PJKK building. Pre-registration is REQUIRED. Each potential Offeror is limited to two attendees. The names of the attendees must be submitted by email only to krista.miller@gsa.gov no later than 12pm Pacific time on June 22, 2023. Questions concerning this Solicitation will be accepted by email only to krista.miller@gsa.gov and must be submitted by July 10, 2023 at 12pm Pacific time. All questions will be answered via an Amendment to the Solicitation, and will be posted on ebuy. Proposals are due by email only (NOT to be submitted in ebuy), to krista.miller@gsa.gov by July 31, 2023 at 12pm Pacific time. Price and technical proposals must be submitted as two separate documents. Price Proposal The Price Proposal shall consist of the completely filled out and signed GSA forms 2630 and 2631 which shall include identification of all labor categories, labor rates, and number of hours being proposed, as well as any other direct costs. Costs for any subconsultants must be included on separate 2630s. The Technical Proposal will be evaluated based on one factor: Factor 1: Past Experience 100% The Offeror must demonstrate successful past experience on three similar projects, as defined below, as the prime contractor Construction Manager. Each project must have been substantially completed within five years of the issuance of this Solicitation. A similar project is one that meets or exceeds the following magnitude and type: - Magnitude: $1,000,000.00 in total construction cost - Type: Repairs or alterations in an occupied space - Performed in Hawaii If a project meets all of the criteria above, it may be given additional consideration if the proposal demonstrates that it included any or all of the following: - Enhanced security protocols beyond typical HSPD-12 (Describe additional protocols and how they were met by the Contractor personnel) - Project in PJKK - HVAC work in confined/ low ceiling height space - SCIF construction experience - Systems/IT Coordination within occupied building during construction - Construction Management services similar in scope to those required for this project For this Factor, the Offeror shall submit descriptions and/or pictures of three "similar projects", as well as a description of the Construction Management Services provided. The information for each project shall not exceed two 8.5 x 11 inches pages. The Government will award an order to the responsible Offeror who provides the best value to the Government considering both the Technical Evaluation Factor and Price. Technical and Price factors will be weighted approximately equally to each other. The best value trade-off process is a method of evaluating price and other factors specified in this RFP. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal if it provides the best value to the Government.
