Background
The Architect of the Capitol (AOC) is issuing a Request for Proposal (RFP) for construction management services under an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC).

This contract supports facilities management for the Capitol Complex, which includes various significant buildings such as the House Office Buildings, Senate House Office Buildings, United States Capitol Building, Library of Congress, Supreme Court of the United States, and others.

The goal is to ensure smooth delivery of critical design and construction projects within the Capitol Complex. The IDIQ serves as a valuable procurement vehicle for delivering necessary construction management needs efficiently.

Work Details
The scope of work includes a variety of construction management tasks categorized into several phases:
1. **Procurement Phase Services**: Involves planning and managing procurement processes for construction projects.
2. **Construction Phase Services**: Encompasses oversight and management during the actual construction activities.
3. **Claims Services**: Addresses any claims that arise during the project execution.
4. **Post Construction Services**: Focuses on activities that occur after project completion, ensuring all aspects are finalized satisfactorily.
5. **Additional Services**: May include any other services deemed necessary to support the AOC's objectives.
6. **Quality Assurance Surveillance Plan (QASP)**: Establishes a framework for monitoring and ensuring quality throughout all phases of work.
