Request for Information:
USDA is seeking firms that are Service Disabled Veteran Owned small business (SDVOSB) in accordance with the public law 109-461 for an upcoming solicitation
The USDA needs to award multiple award task order contracts (MATOC) for construction, design, and/or design build projects at the Department of Agriculture Headquarters (South and Whitten Buildings) and other buildings (George Washington Carver Center (GWCC) in Beltsville, MD) in the Washington, DC metropolitan area..
The period of performance for all contracts resulting from this solicitation shall consist of a base year and two (2) option years. The guaranteed minimum amount for each resultant award is $2,000 for the life of the contract. The minimum ordering limit per task order is $2,000 and the maximum ordering limit per task order is $4,000,000.
REQUIRED SERVICES
General project descriptions shall be derived from the statement of work (SOW) of each individual Task Order (TO) that is issued. These services include but not be limited to the following categories of work: construction, study, design, design build, interior and exterior renovations, tenant build out, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire alarms, communications, escalator and elevator repairs, abatement of hazardous materials such as asbestos and lead paint, site-work, landscaping, masonry, roofing, waterproofing, waterproofing by epoxy injection, concrete, plaster, asphalt paving, painting, storm drainage, demolition and other construction-related work. In addition the work may consist of multi-discipline architectural/engineering (A/E) services or construction or both.
Firms that design or prepare specifications for a construction contract or task order issued under the resulting contract are prohibited from providing the subsequent construction. This limitation also applies to subsidiaries or affiliates of the firm. This prohibition does not apply to those projects where the contractor's design work is limited to that required to respond to RFP on a task order or the design is the result of a design-build effort awarded via task order under this contract.
BACKGROUND
The USDA South Building, one of the largest federal office buildings, was built between 1930 and 1936; provides space for approximately 4600 employees and is located south of the National Mall on Independence Avenue between 12th and 14th streets, S.W., Washington, DC. The building is listed on the National Register of Historic Places and shall be treated as a historic building. Therefore, the knowledge of historic preservation principles and procedures related to design, review submissions and working experience is significant. The building is a six (6) story steel frame building with a sub-basement, basement and an attic. It has seven (7) wings with a headhouse (Independence Ave side) and tailhouse (C street side) and six (6) courtyards. The building comprises over 2.2 million gross SF with over seven miles of corridors.
The Jamie L. Whitten Building, originally known as the Administration Building, was built in two phases. The L-shaped, East and West wings were built from 1904 thru 1908. The Central Section was built from 1928 thru 1930. This is the only Federal Building that faces the National Mall and it is also in the National Register of Historic Buildings. The building has over 380,000 gross SF.
The U.S. Department of Agriculture at Beltsville, Maryland is an office complex built in 1997 that provides office space for approximately 1000 employees. It consists of four buildings and has over a total of 360,000 gross SF. The complex was renamed George Washington Carver Center GWCC) in October 1999.
USDA is anticipating teaming arrangements whereby the SDVOSB is the lead contractor and will provide at least 51% of the work.
