The USPFO for California intends to award a single firm-fixed-price contract for non-personal construction services, to include all plant, labor, transportation, materials, tools, equipment, appliances, permits, and supervision necessary for the construction of a 24,564 SQFT National Guard Vehicle Maintenance Shop (VMS) at the Bakersfield Army National Guard Readiness Center (Gateway Ave.), Kern County, California. Integral characteristics/items of the VMS include Backup/Emergency Generator, Organizational Vehicle Parking (Paved), Controlled Waste Facility, Flammable Materials Facility, and Electric Power, Photovoltaic. This project will include comprehensive interior design. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, cranes, roads, walks, curbs, gutters, storm drainage, parking areas for approximately 20 privately owned vehicles and site improvements.

The pre-bid conference slides, sign-in sheet, and minutes have been posted. Additionally, Round 1 of RFIs has been posted.

Update - 30 May 2025
Amendment 0001 was issued in order to formally incorporate "Type B 100% Bid Final Design Report Volume 1" which includes the geotechnical survey at "Appendix B". Note that this document has been redacted to remove brand names and the Government's cost estimate. Additionally, Round 2 of RFIs has been posted.

Update - 6 June 2025
Amendment 0002 was issued and accomplishes the following:

  1. Extends the bid submission deadline until 12:00pm on 26 June 2025.
  2. Incorporates the Architect-Engineer's "Addendum 01" to the plans and specs.
  3. Incorporates the Environmental Mitigation and Monitoring Plan (see pre-bid RFI #18).
  4. Incorporates RFIs Round 3.
  5. Removes and replaces the Wage Determination (WD) version 7 with version 8.

Update - 16 June 2025
The Government has received various emails indicating conflicting dates between SAM/PIEE, Amendment 0002 that was issued on 6 June 2025, and the SF1442. 26 June 2025 at 1200 Pacific Time is the correct deadline for submission of bids to the PIEE Solicitation module. SAM and PIEE have both been updated to reflect this.

With respect to the solicitation documents (basic solicitation and amendments), the U.S. Army has adopted a new contract writing system that is causing errors in the solicitation documents. We are reviewing the documents and the contract writing system and anticipate providing corrected documents by COB 16 June 2025.

Please note that the PIEE Solicitation module will stop accepting bid documents promptly at the time indicated on SAM/PIEE.

Update - 16 June 2025
Amendment 0003 was issued and accomplishes the following:

  1. Extends the bid submission deadline until 12:00pm on 26 June 2025. This fixes Amendment 0002 and corrects the solicitation documents; SAM/PIEE were updated earlier. Note: The amendment's effective date was incorrectly input. The correct effective date was 12 June 2025.
  2. Corrects the round number for Requests for Information (RFI).
  3. Closes the pre-bid RFI period effective 12:00pm on 16 June 2025. No further RFIs will be accepted and the Government is actively working to respond to pending questions.

Amendment 0004 was issued and accomplishes the following:

  1. Extends the bid submission deadline until 12:00pm on 2 July 2025.
  2. Incorporates the Architect-Engineer's "Addendum 02" to the plans as a result of Requests for Information (RFI).
  3. Incorporates RFIs Round 4.

Update - 24 June 2025
The Government omitted its response to RFI #45 of the Round 4 RFI document. That question requested a detail for the fencing. This question was also submitted as #54. The Government's response to RFI #54 indicated bidders should refer to RFI #45.

The Government's response to RFI #45 is: "No detail will be provided. Fencing will be addressed as part of the post-award submittal process."

Background
