Construct Vehicle Maintenance Facility at Whiteman AFB   3

The U.S. Army Corps of Engineers, Kansas City District has a requirement for the construction of the Consolidated Vehicle Maintenance Facility located at Whiteman AFB. The requirement is an Unrestricted/Full and Open competitive acquisition; both small and large businesses are eligible to respond. The Government proposes to issue a firm fixed price contract for this project.

The scope of this Design-Bid- Build contract for the Consolidated Vehicle Maintenance Facility project includes the following:

Construct a two-story vehicle maintenance facility with areas for both general and special purpose vehicle maintenance. Construction will include an area for vehicle maintenance and an area for the Vehicle Operations Element. Type of construction will include a reinforced concrete foundation, structural steel frame, split-face concrete masonry unit veneer and a standing seam metal roof. The scope of the construction will contain infrastructure to support unique requirements such as an overhead crane and a paint booth. Supporting facilities such as utilities, pavements, and site improvements will also be included in this construction.

In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this project is between $10,000,000 and $25,000,000.

This solicitation will be issued as a Request for Proposals (RFP), full and open to all businesses. Submission requirements and evaluation procedures will be detailed in the solicitation. The RFP will result in the award of a single firm fixed price (FFP) construction contract. Small Business Concerns are strongly encouraged to consider Joint Ventures, Mentor-Protegee Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to leverage and/or consolidate bonding and financial capacities.

The estimated performance period for completion of construction is 545 calendar days from Notice to Proceed (NTP).

The solicitation will be available on or about January 21, 2021 and the proposals will be due on or about February 20, 2021. The solicitation, including any amendments, shall establish the official proposal due date.

The North American Industry Classification System (NAICS) Code for this project is 236220, with a size standard of $39,500,000.00.
