THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.

The United States Department of Agriculture, Forest Service, Region 3 Western Zone, Tonto National Forest, Phoenix, AZ intends to issue a Request for Proposals (RFP) for a firm fixed-price, construction contract for Payson Ranger Station at the Payson Ranger District Payson, AZ.

The anticipated requirement will be issued under RFP Number 12-94TZ-18-R-0002. The RFP is expected to be posted to Federal Business Opportunities (FBO) at www.fbo.gov around late February early March 2018.

This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award one (1) firm fixed-price contract.

SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.

In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $1,000,000 to $5,000,000.

The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $36.5M.

SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation.

DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest.

Project Description: Construct Payson Ranger Station Payson, AZ.
Project Location: 1009 E. Highway 260 Payson AZ 85541

The Payson Ranger Station is a 13,000 square foot single story office building constructed with structural insulated panel system (SIPS) walls and wood roof framing (I-joists) on a polished concrete slab-on-grade and with a standing seam metal roof. The building foundation will be conventional cast-in-place concrete footings, Work includes mechanical, electrical, plumbing and fire sprinkler systems, architectural finishes, sitework, water, sewer, power and communications wet and dry utility extensions, IT low voltage cabling, asphaltic concrete parking lots and minor roadways and landscaping. The new Ranger Station will be constructed adjacent to an existing Ranger Station and Fire facilities and it is anticipated that significant coordination will be needed in order to minimize impacts to ongoing operations and to the public The new building will be located at 1009 E. Highway 260 Payson, AZ which is approximately 1.0 miles east of SR87. The anticipated contract duration is 300 calendar days. The project is to be constructed in accordance with the Payson District ranger Station plans (approx. 81 sheets) and Payson District Ranger Station specifications (approx. 682 pages). Contractor must be licensed with the Arizona Registrar of Contractors.

A Source Sought was issued on December 14, 2017 and January 17, 2018 under RFP Number 889314/889314a (12-94TZ-18-R-0002) for responses potential qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for Payson Ranger Station Payson, AZ.

Based on responses received, this procurement will be conducted utilizing 100% Small Business competitive negotiation procedures.

The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on FBO web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation.
