Project Description

The U.S. Army Corps of Engineers, Japan Engineering District (JED), Okinawa Area Office (OAO) is performing market research for a Design-Bid -Build (DBB) construction project titled Construct P810 and P812, Marine Corps Barracks Complex, Kadena Air Base, Okinawa, Japan. This announcement represents a market survey that is intended for preliminary planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning.

This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).

Information about the project: This project will entail site work and construction of two buildings for the purpose of providing troop housing for Marine Corps personnel on Kadena AB, Okinawa, Japan. Project summary is provided as follows:

Site Preparation. The site preparation includes clearing and grubbing activities, demolition of pavement, curb and gutter work, and utilities mains. The building pads and paved areas have 300 mm (12 inch) of scarify and compact soil improvement. In addition, work on the P810 area will include 11,643 m3 of imported soil to build up the north end of the building area to achieve proposed finished floor elevation as well as provide necessary fill from pavement removal.

Site Improvements. The concrete site improvements are comprised of parking lots, equipment pads, curb and gutter, sidewalks, and asphalt pavement and traffic markings. Landscaping elements include but are not limited to sod, trees and temporary staking, and cobble stone mulch. In addition, work covers the relocation of one (1) Banyan Tree and thirty-five (35) tree replacements. Temporary irrigation is required for plant establishment only with no provisions for a permanent system. The P812 work also captures the site recreation package which includes an enlarged concrete framed picnic shelter with two (2) barbeque pits and sport court with two (2) basketball hoops. Each building includes the following site amenities: one (1) bike rack accommodating 16 bikes, one (1) smoking shed, one (1) trash/recycle enclosure, retaining walls, benches, chain link fencing with screening slats, and pedestrian/gear canopy with decorative clay tile roof.

Site Utilities. Site utilities include a water distribution system for both domestic and fire service, sanitary sewer system, storm water system, energy distribution system, and radon elimination system. Each building will include excavation, backfill, and hauling of spoils to accomplish the utilities work as required. Natural gas piping is not included. The work for building P810 includes a separate drainage mitigation measures system which consists of an underground retention/storage vault.

Building 810: Construction of a multi-story 104 room barracks facility for unaccompanied personnel using the 1+1 E OCONUS Room Plan for enlisted quarters (E1-E5). Building construction will consist of reinforced concrete slab floors, bearing walls and columns, and a concrete roof. Due to the location in an active seismic zone, frequent typhoons, and a very corrosive ocean environment, all structural work will be reinforced concrete. The facility will have space for vestibules, offices, public bathrooms, laundry rooms, vending areas, multipurpose/ common rooms, janitor closets, storage and mechanical rooms.

Building 812: Construct a multi-story 97 room barracks facility for unaccompanied personnel using the standard Marines Corps Room Plan for Senior Non-Commissioned Officers (SNCO E6-E9) and Officers. Building construction will consist of reinforced concrete slab floors, bearing walls and columns, and a concrete roof. Due to the location in an active seismic zone, frequent typhoons, and a very corrosive ocean environment, all structural work will be reinforced concrete. The facility will have space for vestibules, offices, public bathrooms, laundry rooms, vending areas, multi-purpose/common rooms, janitor closets, storage and mechanical rooms.

Proposed Procurement Method: The U.S. Army Corps of Engineers (USACE), Japan District anticipates the release of a Request for Proposal (RFP) utilizing Lowest Price Technical Acceptable source selection procedures, with both buildings combined under one award/contract.
