The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a Design-Bid-Build (DBB) contract to construct two R-11 refueler truck pantograph fuel stands and a ground vehicle fueling station with one 20,000-gallon double-walled diesel AST and one 12,000-gallon double-walled MOGAS AST at Whiteman Air Force Base (WAFB), Missouri. The Government proposes to issue a firm fixed price type contract for this project. The requirement is Unrestricted/ Full and Open competitive acquisition; both small and large businesses are eligible to respond. The scope of the Design-Bid-Build contract is for the construction of two R-11 refueler truck pantograph fill stands with filtration: a canopy over the fill stand equipment; concrete pavement for access drives; spill containment including a remote fill containment basin; supporting electrical infrastructure to include power and control integration; a fuel issue line; high-point vents; low-point drains; one isolation pit; and a heated eyewash bottle station. Construct a ground vehicle fueling station with one (1) 20,000-gallon double-walled diesel above-ground storage tank; one (1) 12,000 gallon double-walled motor gasoline above-ground storage tank; a 150 gallons per minute bulk load diesel hose-type fill stand; two (2) single-hose diesel dispensers; two (2) single-hose motor gasoline dispensers; concrete paved vehicle fueling lanes with general spill containment; concrete paved access drives (shared with fill stand access drives); supporting electrical infrastructure to include power and control integration; a portable generator connection; dispenser issue pumps and equipment; standard tank appurtenances; and incidental related work. An organized site visit is planned for this solicitation. The site visit will be held after the solicitation is posted to SAM.gov and PIEE. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $10,000,000.00 and $25,000,000.00. This solicitation will be issued as a Request for Proposal (RFP. Submission requirements and evaluation procedures will be detailed in the solicitation. The RFP will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period is 730 calendar days from date of Notice to Proceed (NTP). Bid Bonds will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00, whichever is less.Payment bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed (NTP) can be issued. Proposals will be due on the day and time specified in the solicitation. The North American Industry Classification System (NAICS) Code for this project is 237120 Oil and Gas Pipeline and Related Structures Construction with a Small Business Size Standard of $45,000,000.00. This solicitation is being issued as full-and-open for all businesses. Small Business Concerns are strongly encouraged to consider Joint Ventures (JV), Mentor-Protegee Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to leverage and/or consolidate bonding and financial capacities.
