This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested firms are encouraged to respond.
The South Dakota Air National Guard, Joe Foss Field ANG Base, Sioux Falls, SD has been tasked to solicit and award a project to construct a new 12,953sqft F16 Mission Training Center including four aircraft simulator bays, with supporting spaces, administrative space, and site work. Contractor will provide all labor, equipment and material for the construction to include: demolition, site work, landscaping, concrete, asphalt paving, utilities, masonry, standing seam metal roofing, structural steel and miscellaneous metals, doors, windows and glazing, HVAC and DDC, plumbing, electrical and communications systems, fire and security alarm systems, fire suppression, flooring, demountable wall systems, painting, and other miscellaneous work as required. Proposal Options to include: (1) Construct masonry wall, chain link fence, dumpster enclosure w/ concrete pad, (2) Provide illuminated sign, standard building sign, window roller shades, & interior signage, (3) Provide landscaping (trees, shrubs, rock beds) & irrigation system I.L.O. grass only, (4) Provide aggregate temporary staging drives (4 simulator door locations) I.L.O. grass, (5) Tall brick masonry wainscot, building entry monolith, horizontal wall panels I.L.O. vertical wall panels, (6) Parking lot pavement w/ lighting, curb & gutter, drainage system, sidewalks, rock border, and (7) Provide interior floor finishes.

The proposed project will be a Firm Fixed Price contract. The type of solicitation issued will depend upon the response received from this posting. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of the interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The magnitude of this project is between $5,000,000 and $10,000,000.
All interested firms are requested to respond in writing, by the response date of this notice, stating their intention to submit a proposal as a prime contractor. Written responses shall not exceed five typewritten pages and must include: (1) a positive statement of intent to bid as a prime contractor, (2) a completed and signed Sources Sought Information Request Form (attached to this posting) and (3) a listing of comparable projects completed over the past three years, both government and private industry. Please include the type of project, dollar value, Contract number, location, and a Point of Contact. Please indicate whether you were a prime or subcontractor. For any work as a subcontractor, provide the name and a point of contact for the prime contractor, (4) a brief outline of resources, subcontractors and key personnel that would be used during performance of the proposed contract. In the event adequate Small Business firms are not available for adequate competition for this project, it may be advertised as unrestricted.
