The purpose of this updated Presolicition notice is for the following:

revised tentative dates.

The South Dakota Air National Guard, Joe Foss Field ANG Base, Sioux Falls, SD intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project LUXC099042, Construct Aircraft Maintenance Shops. The contractor must provide all labor, equipment and material for the construction of a new 38,975 SF facility including administration and maintenance areas. Project includes site work, landscaping, demolition, concrete, asphalt paving, utilities, precast concrete walls, masonry, fully adhered membrane roofing, structural and miscellaneous metals, doors, windows and glazing, HVAC and DDC, plumbing, electrical and communications systems, fire alarm system, fire suppression, flooring, demountable wall systems, painting, and other miscellaneous work as required. In addition to a base price for the work described above, the solicitation includes Options. There will be a total of three Options. Options are as follows: (1) interior finishes and construction within 7,045 SF of shelled space included in the Base Bid; (2) construction of additional shop and storage space of 6,805 SF (for increased total of 45,780 SF); (3) existing building demolition and construction of parking lot. This project shall meet LEED SILVER Certifiable level of construction; Energy Policy Act of 2005 compliance; and Executive Order 13693 compliance. The solicitation will include a BRAND NAME JUSTIFCATION for the following: Monaco fire alarm reporting system; and Best Access Systems door locks. Your attention is directed to FAR CLAUSE 52.219-14(e) Limitations on Subcontracting which applies to this project. The contract Period of Performance is 650 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39.5M average annual revenue for the previous three years. The magnitude of this construction project is anticipated to be between $10M and $25M.

This schedule is TENTATIVE. You are encouraged to download the solicitation, plans and specifications as soon as they are available to ensure you have adequate time to review and understand the project.

The solicitation is tentatively scheduled to be released on or about December 9, 2021. A pre-bid conference and site visit is tentatively scheduled for January 5, 2022 at 1:00 PM CST. All questions for the pre-bid conference must be submitted via email by seven calendar days prior to the pre-bid conference (current deadline is December 29, 2021, 1:00 PM CST but subject to change if the pre-bid conference date/time changes) to jeremiah.minter@us.af.mil, eric.comes@us.af.mil AND monty.c.eisenbraun.mil@army.mil. The location of the pre-bid conference will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration, base access and COVID protocol requirements shown in the solicitation. Prospective bidders will be given an opportunity to attend an organized site visit following the pre-bid conference. All questions regarding this project must be submitted via email by 5 calendar days after the pre-bid conference (current deadline is January 10, 2022, 1:00 PM CST) to jeremiah.minter@us.af.mil, eric.comes@us.af.mil AND monty.c.eisenbraun.mil@army.mil.

The bid opening date is scheduled for on or about January 20, 2022. Actual dates and times will be identified in the solicitation.

The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities website online at https://www.sam.gov.
