Description

INTRODUCTION:

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Construct 12 Bed CLC for the Trinka Davis Veterans Village at the Atlanta VA Medical Center (VAMC) located at 180 Martin Dr, Carrollton, GA 30117.

PROJECT DESCRIPTION:

The project intent is to add 12 beds to the existing Trinka Davis Veteran's Village Community Living Center (CLC). The Trinka Davis Veterans Village CLC uses the Small House Model" or Small House , each comprised of 10 beds. Currently, there four (4) existing CLC small houses (TDVV CLC Units A, B, C, and D). This project will provide the 5th small house as part of the Trinka Davis Veterans Village. This 5th house will house 12 beds. The 12 private rooms that make up this 5th small house will have private bathrooms complete with additional room for co-sleeper space. Overall, will consist of 10 standard CLC style rooms and 2 bariatric rooms capable of supporting patients up to 1000lbs. This new CLC addition will be integrated into the existing facility so that staff, patients, and visitors will be able to share spaces. Ultimately, this will be achieved by successful completion of this construction project. This new addition will remain near the existing facility, sustain physical connection to the facility, and maintain the unique style and aesthetics of the existing facility.

This new addition to the Trinka Davis Veteran's Village will also be identified as an end of life or hospice unit. As such, the spaces will be slightly different than a typical CLC. For instance, there will be a commercial kitchen that is not intended to be used by patients. Meals will be prepared by staff and consumed in the dining room or a private room. Further, the den is intended to be used for consultation and is to be accessed via the connector to the main facility. Additionally, there will be a separate ambulance entrance to this addition. Finally, the building will follow the VA guidelines for sustainability/LEED Silver rating level, although the actual certification is not intended to be pursued. The contractor shall provide all labor, materials, and equipment to accomplish the Trinka Davis 12 Bed CLC project and shall be accomplished per contract drawings, specifications, the statement of work and any other relevant solicitation attachments.

ADMINISTRATIVE:

The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation is anticipated to be issued in early 4th quarter, FY25. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
