Project 508-349: Construct 12 Bed CLC at the Trinka Davis Veterans Village in Carrollton, GA.

This solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside in accordance with
38 U.S.C. 8127 (Public Law 109-461). Bidders shall be verified as an SDVOSB at the time of bid and award.

The Contractor shall provide all labor, materials, and equipment to accomplish the Trinka Davis 12 Bed CLC project per
construction drawings and specifications. The project shall be accomplished per contract drawings numbered 508-349,
specification number 508-349 and SOW attached to this solicitation.

The project intent is to add 12 beds to the Trinka Davis Veteran's Village. These 12 private rooms will have private
bathrooms and will have room for co-sleeper space. The rooms will consist of 10 standard CLC style rooms
and 2 Bariatric rooms capable of patients up to 1000 lbs. This new CLC shall be integrated into the existing facility
such that staff, patients, and visitors will be able to share spaces; this will be achieved through proximity to the
to the existing facility, physical connection, and maintaining the unique style and aesthetics of the existing facility.

PLEASE NOTE: The bidder is required to fill in Unique Identifier in block No. 14 Standard Form (SF) 1442. The bidder agrees to attend any post award conference convened by the contracting activity or contract administration in accordance with Federal Acquisition Regulation (FAR) 42.5.

Any reference in the specifications to guarantee period services or warranties outside of the one year warranty period in accordance with FAR 52.246-21 Warranty of Construction shall be omitted and not considered for development of the bid.

Background
The Department of Veterans Affairs is issuing this solicitation for the construction of a 12 Bed Community Living Center (CLC) at the Trinka Davis Veterans Village in Carrollton, GA. The goal of the contract is to enhance the facilities available for veterans by adding private rooms with bathrooms and co-sleeper space, thereby improving their living conditions and care.

Work Details
The contractor shall provide all labor, materials, and equipment necessary to complete the Trinka Davis 12 Bed CLC project according to construction drawings and specifications numbered 508-349. The project includes:
1. Construction of 12 private rooms, consisting of 10 standard CLC style rooms and 2 Bariatric rooms capable of accommodating patients up to 1000 lbs.
2. Integration of the new CLC into the existing facility to allow shared spaces for staff, patients, and visitors.
3. Site preparation including demolition and utility relocation as required before construction begins.
4. Erosion and sediment control measures due to the site's topography, including silt fences and erosion control blankets.
5. Compliance with VA Security Manual requirements regarding vehicular movement around the facility.
6. Installation of necessary utilities including electrical systems, water lines, and stormwater management systems.

Period of Performance
The contractor must begin performance within 10 calendar days after receiving the award and complete it within 730 calendar days after receiving notice to proceed.
