MARCORLOGCOM Albany, GA Contracts Department is soliciting an unrestricted, full and open/requirement with the intent to award a hybrid type contract. The Government reserves the right to make or not to make an award resulting from this solicitation. The proposed North American Industry Classification System (NAICS) code for this requirement is 493190 - Other Warehousing and Storage; Size Standard is $30.0 million. The requirement is for a contractor to operate and manage the USMC Consolidated Storage Program (CSP) worldwide (Continental United States (CONUS) and outside the Continental United States (OCONUS)) network and to maintain total asset visibility utilizing the Government-Owned Contractor-Operated (GOCO) facilities and GOCO Information Technology (IT) systems (i.e. Defense Property Accountability System Warehouse Module (DPAS-WM), Marine Forces Special Operations Command (MARFORSOC) Special Operations Forces Sustainment, Asset Visibility and Information Exchange (SSAVIE), and Global Combat Support System Marine Corps (GCSS-MC)).

BACKGROUND: The clothing and equipment that CSP customers utilize originate from the Individual Issue Facilities (IIF) and the Unit Issue Facilities (UIF), presently operating with over 57 facilities at approximately 21 geographic locations worldwide. The CSP is supporting the Marine Corps' with the following: Individual Combat Clothing and Equipment (ICCE), Special Training Allowance Pool (STAP), Chemical, Biological, Radiological, and Nuclear Defense (CBRN-D) equipment, Soft-Walled Shelters and Camouflage Netting (SWS and CN), and Non-Destructive Testing and Evaluation Armor Inspection System (NDTE-AIS). These commodities are managed through the IIF and UIF to meet various mission support requirements.

Solicitation information and amendments will be posted to the Governmentwide point of entry website https://beta.sam.gov. Offerors may e-mail written questions requesting clarification of the RFP to the Government. QUESTIONS WILL BE ACCEPTED UP TO SEVEN (7) CALENDAR DAYS AFTER ISSUANCE OF THE SOLICITATION. QUESTIONS MUST BE IN WRITING VIA E-MAIL TO WILLIAM.TOLLESON@USMC.MIL AND STEVEN.WYNNE@USMC.MIL. NO QUESTIONS BY TELEPHONE WILL BE ACCEPTED. ANY QUESTIONS RECEIVED AFTER THE 7th CALENDAR DAY AFTER THE SOLICITATION IS ISSUED MAY NOT BE ANSWERED. CHANGES TO THE RFP ARISING FROM QUESTIONS WILL BE MADE VIA AMENDMENT TO THE SOLICITATION. OFFERORS ARE REMINDED THAT THE DATE/TIME FOR RECEIPT OF PROPOSALS CLOSES ON THE DATE/TIME SPECIFIED ON PAGE ONE (1), BLOCK 8, OF THIS SF 1449.

Offerors responding to this solicitation must be registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ and Wide Area Workflow (WAWF) https://wawf.eb.mil to be considered for award. The offeror must provide their Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. The United States Marine Corps utilizes (WAWF) as it's ONLY authorized method to electronically process vendor requests for payment. All responsible offerors shall submit a proposal electronically to the Government Contracting Officer and Contract Specialists via DoD Secure Access File Exchange website https://safe.apps.mil (viewable with Microsoft Office Suite 2016 or Adobe Acrobat Reader) in a timely manner.
